  1  1    Section 1.  Section 272.8, Code 1999, is amended to read as
  1  2 follows:
  1  3    272.8  LICENSE TO APPLICANTS FROM OTHER STATES,
  1  4 TERRITORIES, OR COUNTRIES.
  1  5    1.  The board may issue a license to an applicant from
  1  6 another state or country if the applicant files evidence one
  1  7 of the following:
  1  8    a.  Evidence of the possession of the required or
  1  9 equivalent requirements with the board.
  1 10    b.  Evidence that the applicant has completed at least
  1 11 three consecutive years of professional, practical experience
  1 12 as a licensed practitioner providing educational assistance to
  1 13 students in a public school or accredited nonpublic school in
  1 14 another state immediately prior to the filing of the
  1 15 application for licensure as a practitioner in this state.
  1 16    2.  The executive director of the board may, subject to
  1 17 board approval, enter into reciprocity agreements with another
  1 18 state or country for the licensing of practitioners on an
  1 19 equitable basis of mutual exchange, when the action is in
  1 20 conformity with law.
  1 21    3.  Practitioner preparation and professional development
  1 22 programs offered in this state by out-of-state institutions
  1 23 must be approved by the board in order to fulfill requirements
  1 24 for licensure or renewal of a license by an applicant.  
  1 25                           EXPLANATION
  1 26    This bill permits the board of educational examiners to
  1 27 issue a license to an out-of-state applicant who provides
  1 28 evidence that the applicant has completed at least three
  1 29 consecutive years of experience as a licensed practitioner
  1 30 providing educational assistance to students in another state
  1 31 immediately prior to the filing of the application for
  1 32 licensure as a practitioner in this state.
