  1  4 REQUIRING THE DIRECTOR OF THE DEPARTMENT OF EDUCATION TO
  1  5    DEVELOP AND ADMINISTER AN OPERATION RECOGNITION PROGRAM.

  1  7 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:

  1  9    Section 1.  Section 256.9, Code Supplement 1999, is amended
  1 10 by adding the following new subsection:
  1 11    NEW SUBSECTION.  49.  Develop and administer, with the
  1 12 cooperation of the commission of veterans affairs, a program
  1 13 which shall be known as "operation recognition".  The purpose
  1 14 of the program is to award high school diplomas to World War
  1 15 II veterans who left high school prior to graduation to enter
  1 16 United States military service.  The department and the
  1 17 commission shall jointly develop an application procedure,
  1 18 distribute applications, and publicize the program to school
  1 19 districts, accredited nonpublic schools, county commissions of
  1 20 veterans affairs, veterans organizations, and state, regional,
  1 21 and local media.  All honorably discharged World War II
  1 22 veterans who are residents or former residents of the state,
  1 23 who served between September 16, 1940, and December 31, 1946,
  1 24 and who did not return to school and complete their education
  1 25 after the war shall be eligible to receive a diploma.
  1 26 Diplomas may be issued posthumously.  Upon approval of an
  1 27 application, the department shall issue an honorary high
  1 28 school diploma for an eligible veteran.  The diploma shall
  1 29 indicate the veteran's school of attendance.  The department
  1 30 and the commission shall work together to provide school
  1 31 districts, schools, communities, and county commissions of
  1 32 veterans affairs with information about hosting a diploma
  1 33 ceremony on or around Veterans Day.  The diploma shall be
  1 34 mailed to the veteran or, if the veteran is deceased, to the
  1 35 veteran's family.
