1 1 Section 1. NEW SECTION. 455A.14 ADOPT-A-STREAM PROGRAM.
1 2 1. The department shall establish and administer an adopt-
1 3 a-stream program for purposes of organizing concerned citizens
1 4 dedicated to the stewardship of the rivers and streams in the
1 5 state and certifying sponsors under the program.
1 6 2. A person may submit an application to the department
1 7 for purposes of sponsoring a specific portion of a river or
1 8 stream in order to conduct conservation programs, projects, or
1 9 activities involving the river or stream. The application
1 10 shall include, at a minimum, the location of the sponsored
1 11 portion of a river or stream, a contact person for the
1 12 sponsor, and the types of programs, projects, or activities
1 13 that the sponsor proposes to pursue. A sponsor shall receive
1 14 and file with the application written consent to conduct
1 15 programs, projects, or activities from property owners located
1 16 adjacent to the sponsored river or stream. The consent shall
1 17 include all information required by the department.
1 18 3. Upon approval of the application by the department, the
1 19 sponsor shall sign a sponsorship agreement with the
1 20 department. The agreement shall designate the terms necessary
1 21 for receiving a completion certificate recognizing the
1 22 completion of the programs, projects, or activities conducted
1 23 by the sponsor. The department shall provide the sponsor with
1 24 a completion certificate when the department determines that
1 25 the terms of the sponsorship agreement have been met.
1 26 4. Programs, projects, or activities conducted by a
1 27 sponsor in the program shall include, but not be limited to,
1 28 river and stream cleanup, riverbank and streambank
1 29 stabilization, river and stream habitat improvement, tree and
1 30 grass planting, water quality monitoring, river and stream
1 31 access improvement, trail development, and educational
1 32 programs.
1 33 5. All rivers and streams in the state are eligible to be
1 34 sponsored under the program.
1 35 6. The department may terminate a sponsorship if the
2 1 department determines that a sponsor is not attempting to
2 2 fulfill the terms and conditions of the sponsorship agreement.
2 3 EXPLANATION
2 4 This bill requires the department of natural resources to
2 5 establish and administer an adopt-a-stream program.
2 6 The bill provides that a person may sponsor a specific
2 7 portion of a river or stream in order to conduct conservation
2 8 programs, projects, or activities. The bill provides that a
2 9 sponsor shall receive and file with a sponsorship application
2 10 written consent to conduct programs, projects, or activities
2 11 from property owners located adjacent to the sponsored river
2 12 or stream. The bill provides that upon approval of the
2 13 sponsorship application by the department, the sponsor shall
2 14 sign a sponsorship agreement with the department which shall
2 15 designate the terms necessary for receiving a completion
2 16 certificate recognizing the completion of the programs,
2 17 projects, or activities conducted by the sponsor. The bill
2 18 provides that the department shall provide the sponsor with a

2 22 The bill provides that programs, projects, or activities
2 23 conducted by a sponsor in the program shall include, but not
2 24 be limited to, river and stream cleanup, riverbank and
2 25 streambank stabilization, river and stream habitat
2 26 improvement, tree and grass planting, water quality
2 27 monitoring, river and stream access improvement, trail
2 28 development, and educational programs.
2 29 The bill provides that all rivers and streams in the state
2 30 are eligible to be sponsored under the program.
