PAG LIN 1 1 Section 1. NEW SECTION. 266.39F AGRICULTURAL EDUCATION 1 2 COLLABORATION AND ENHANCEMENT SUPPORT SERVICES PROGRAM 1 3 (ACESS). 1 4 1. As used in this section: 1 5 a. "ACESS program" means the agricultural education 1 6 collaboration and enhancement support services program as 1 7 created in this section. 1 8 b. "ACESS program partner" means all of the following: 1 9 (1) Iowa state university of science and technology, 1 10 including the department within the university responsible for 1 11 agricultural education and studies, the college of 1 12 agriculture, and Iowa cooperative extension service in 1 13 agriculture and home economics. 1 14 (2) The department of education, established pursuant to 1 15 section 256.1, under the direction of the state education 1 16 board established pursuant to section 256.3. 1 17 (3) The council for agricultural education, established 1 18 pursuant to section 256.32. 1 19 (4) The department of economic development, created 1 20 pursuant to section 15.105. 1 21 (5) The department of agriculture and land stewardship, 1 22 created pursuant to section 159.2. 1 23 c. "Agricultural educator" means a person engaged in 1 24 providing a course of study related to agriculture at an 1 25 educational institution as defined in section 455B.161. 1 26 d. "Agricultural organization" means an organization or 1 27 association involved in promoting agricultural education, 1 28 including but not limited to the future farmers of America and 1 29 4-H. 1 30 2. An agricultural education collaboration and enhancement 1 31 support services program is created within Iowa state 1 32 university of science and technology to be administered by the 1 33 university in cooperation with the department of education. 1 34 Other ACESS program partners shall assist the university and 1 35 the department in carrying out the purpose of the program as 2 1 provided in this section. 2 2 3. The purpose of the ACESS program is to enhance 2 3 agricultural education in this state from kindergarten to 2 4 postsecondary education, including education for persons 2 5 seeking careers in agriculture and as agricultural educators. 2 6 The ACESS program shall provide related on-site assistance and 2 7 support services. Areas of focus shall include but are not 2 8 limited to all of the following: 2 9 a. Evaluating and improving agricultural programs 2 10 education, including curriculums and resource materials. 2 11 b. Improving the recruitment and retention of agricultural 2 12 educators. 2 13 c. Developing coordination between agricultural education 2 14 programs and collaboration between agricultural education 2 15 institutions and agricultural organizations. 2 16 4. Iowa state university of science and technology, in 2 17 consultation with the ACESS partners, may do all of the 2 18 following: 2 19 a. Appoint persons necessary in order to administer the 2 20 ACESS program. 2 21 b. Establish regions within the state and assign 2 22 specialists to the regions in order to better provide on-site 2 23 services. 2 24 5. Persons representing the ACESS partners shall regularly 2 25 meet to discuss methods to carry out the purpose of this 2 26 section. 2 27 6. Iowa state university of science and technology shall 2 28 submit a report to the governor and general assembly on or 2 29 before January 10 of each year summarizing activities of the 2 30 ACESS partners in carrying out the purpose of this section, 2 31 the results of the program, and recommendations to improve its 2 32 administration. 2 33 Sec. 2. APPROPRIATION ACESS PROGRAM. There is 2 34 appropriated from the general fund of the state to the state 2 35 board of regents for the fiscal year beginning July 1, 2000, 3 1 and ending June 30, 2001, the following amount, or so much 3 2 thereof as is necessary, to be used for the purposes 3 3 designated: 3 4 For purposes of supporting the agricultural education 3 5 collaboration and enhancement support services program at Iowa 3 6 state university of science and technology as created in 3 7 section 266.39F, including salaries, support, maintenance, 3 8 miscellaneous purposes, and for not more than the following 3 9 full-time equivalent positions: 3 10 .................................................. $ 490,000 3 11 ............................................... FTEs 4.00 3 12 Of the moneys appropriated in this section, the university 3 13 shall allocate moneys to support an administrator, provide for 3 14 secretarial and technology services support, and provide for 3 15 three agricultural education support service specialists to 3 16 serve regions of the state as provided in section 266.39F. 3 17 EXPLANATION 3 18 This bill establishes an agricultural education 3 19 collaboration and enhancement support services program 3 20 (referred to as the "ACESS program"). The program is 3 21 administered by Iowa state university of science and 3 22 technology in cooperation with the department of education and 3 23 other ACESS program partners, including the council for 3 24 agricultural education, the department of economic 3 25 development, and the department of agriculture and land 3 26 stewardship. 3 27 The bill provides that the purpose of the program is to 3 28 enhance agricultural education in this state from kindergarten 3 29 to degree schooling, including education for persons seeking 3 30 careers in agriculture and as agricultural educators. The 3 31 ACESS program is designed to provide related on-site 3 32 assistance and support services, including evaluating and 3 33 improving agricultural education programs, improving the 3 34 recruitment and retention of agricultural educators, and 3 35 developing coordination between agricultural education 4 1 programs and collaboration between agricultural education 4 2 institutions and agricultural organizations. 4 3 The bill provides for administration of the ACESS program, 4 4 meetings of persons representing the ACESS partners, and 4 5 reporting requirements. 4 6 The bill appropriates $490,000 through the state board of 4 7 regents to the Iowa state university of science and technology 4 8 for purposes of supporting the ACESS program, including 4 9 salaries, support, maintenance, miscellaneous purposes, and 4 10 for not more than four full-time equivalent positions. 4 11 LSB 5561HH 78 4 12 da/cls/14
