1 1 Section 1. YOUTH SERVICES TASK FORCE.
1 2 1. The governor shall establish a task force to conduct a
1 3 comprehensive review of the existing services and programs for
1 4 youth in this state. The purpose of the review is to
1 5 determine whether the coordination of programs for youth would
1 6 be improved by creation of a separate state department for
1 7 youth services or by other means. The review may also
1 8 consider the funding mechanisms for the services and programs,
1 9 agencies involved in program and service delivery, areas of
1 10 overlap, and approaches used and experiences of other states
1 11 in providing youth services.
1 12 2. The membership of the task force shall include
1 13 representatives of agencies that provide direct services
1 14 targeted to youth, including but not limited to the
1 15 departments of education, human services, public health, and
1 16 public safety; the judicial branch; and youth services
1 17 providers and youth services advocates.
1 18 3. The task force shall submit a final report to the
1 19 governor and general assembly on or before December 15, 2000,
1 20 containing recommendations, fiscal analyses, and other
1 21 information deemed pertinent by the task force.
1 22 Sec. 2. EFFECTIVE DATE. This Act, being deemed of
1 23 immediate importance, takes effect upon enactment.
1 24 EXPLANATION
1 25 This bill directs the governor to establish a task force to
1 26 conduct a comprehensive review of youth services. The purpose
1 27 of the review is to determine whether the coordination of
1 28 programs for youth would be improved by creation of a separate
1 29 state department for youth services or by other means. The
1 30 bill provides for the task force's membership and a report
1 31 deadline of December 15, 2000.
1 32 The bill takes effect upon enactment.
