  1  1    Section 1.  Section 321F.8, Code 1999, is amended to read
  1  2 as follows:
  1  3    321F.8  REGISTRATION OF VEHICLE REQUIRED.
  1  4    1.  All motor vehicles which are primarily garaged or
  1  5 located in this state and which are the subject of a lease
  1  6 shall be registered in this state.  This section shall not be
  1  7 construed to exempt any motor vehicle from registration which
  1  8 is otherwise subject to registration under the provisions of
  1  9 chapter 321, provided, however, that the provisions of this
  1 10 section shall not apply to motor vehicles in fleets whose
  1 11 registrations are apportioned under the provisions of section
  1 12 326.2.  
  1 13    2.  If a person engaged in the business of leasing vehicles
  1 14 in this state enters into a lease agreement with another
  1 15 person and the lease agreement requires the lessee to be
  1 16 responsible for registration in this state of the vehicle
  1 17 leased, the lessor shall forward any registration materials
  1 18 received by the lessor to the lessee within seven days of
  1 19 receipt of the materials.  
  1 20                           EXPLANATION
  1 21    This bill requires the lessor of a vehicle to forward any
  1 22 registration materials for a vehicle leased by the lessor,
  1 23 which are received by the lessor, to the lessee of the vehicle
  1 24 if the lease agreement requires the lessee of the vehicle to
  1 25 be responsible for registration of the vehicle in this state.
  1 26 The materials are to be forwarded to the lessee within seven
  1 27 days of receipt by the lessor.  A violation of this provision
  1 28 is a simple misdemeanor.
