PAG LIN 1 1 Section 1. YOUTH SPORTS AND HEALTH INFORMATION PROGRAM. 1 2 1. The Iowa department of public health, in consultation 1 3 with the department of education, shall develop and implement 1 4 a youth sports and health information program entitled "the 1 5 sports eye". The department shall enter a contract with a 1 6 hospital-sponsored entity to provide production and consultive 1 7 services for the program. The program shall be presented in 1 8 an interactive format through use of the Iowa communications 1 9 network and shall include the development and use of an 1 10 internet site to provide for additional interaction. The 1 11 program shall be made available to students, at the discretion 1 12 of an individual elementary or secondary school, at times 1 13 during the school day during which students are not 1 14 participating in formal classroom instruction. 1 15 2. The program provided through the Iowa communications 1 16 network shall utilize the skills of a youthful, sports- 1 17 oriented host to present outstanding Iowa athletes enrolled in 1 18 secondary and postsecondary education institutions. The 1 19 emphasis of the program shall be providing information 1 20 regarding health, including the effects of tobacco and alcohol 1 21 use and substance abuse. 1 22 3. The program shall include an evaluation component to 1 23 allow participating students to complete an attitude survey, 1 24 through the use of the internet site, to provide comments and 1 25 other reactions to the program and to tobacco and alcohol use 1 26 and substance abuse. The survey responses shall be compiled 1 27 by the Iowa department of public health and shall be provided 1 28 to the public via the internet site. 1 29 Sec. 2. APPROPRIATION TOBACCO SETTLEMENT FUND. There 1 30 is appropriated from the tobacco settlement fund created in 1 31 section 12.65, to the Iowa department of public health, for 1 32 the fiscal year beginning July 1, 2000, and ending June 30, 1 33 2001, the following amount, or so much thereof as is 1 34 necessary, to be used for the purposes designated: 1 35 For development and implementation of the youth sports and 2 1 health information program entitled "the sports eye" including 2 2 but not limited to presentation of the program via the Iowa 2 3 communications network and for development and support of an 2 4 internet site for the program: 2 5 .................................................. $ 150,000 2 6 EXPLANATION 2 7 This bill requires the Iowa department of public health, in 2 8 consultation with the department of education, to develop and 2 9 implement a youth sports and health information program. The 2 10 department is directed to enter a contract with a hospital- 2 11 sponsored entity to provide production and consultive services 2 12 for the program. The program would utilize the Iowa 2 13 communications network and be made available to students in 2 14 elementary and secondary schools. The emphasis of the program 2 15 would be health and the effects of tobacco and alcohol use and 2 16 substance abuse. The program would also utilize an internet 2 17 site. An evaluative component of the program would allow 2 18 participating students to complete an attitude survey. The 2 19 results of the surveys would be compiled and provided to the 2 20 public via the internet site. 2 21 The bill appropriates $150,000 from the tobacco settlement 2 22 fund to the Iowa department of public health for the fiscal 2 23 year beginning July 1, 2000, and ending June 30, 2001, to 2 24 develop and implement the program. 2 25 LSB 5976HH 78 2 26 pf/cf/24
