1 1 Section 1. Section 256.7, Code Supplement 1999, is amended
1 2 by adding the following new subsection:
1 3 NEW SUBSECTION. 22. Adopt rules on or before January 1,
1 4 2001, incorporating a health services component in the general
1 5 accreditation standards applicable to school districts
1 6 pursuant to section 256.11. The rules shall supplement
1 7 existing rules requiring the furnishing of special health
1 8 services and shall address the establishment of policy and
1 9 guidelines for the provision of general health services by
1 10 school districts. The policy and guidelines developed shall
1 11 include provisions relating to environmental health and
1 12 safety; emergency health procedures and responsibilities;
1 13 health promotion; communicable disease prevention and control;
1 14 staffing for the school health program; administering of
1 15 prescription medication; acute or chronic health problems;
1 16 health assessment and screening; and program evaluation.
1 17 EXPLANATION
1 18 This bill requires that the state board of education to
1 19 adopt administrative rules on or before January 1, 2001,
1 20 incorporating a health services component in the general
1 21 accreditation standards applicable to school districts
1 22 pursuant to Code section 256.11. The rules shall establish
1 23 policy and guidelines relating to the provision of general
1 24 health services by school districts and shall include
1 25 provisions relating to environmental health and safety;
1 26 emergency health procedures and responsibilities; health
1 27 promotion; communicable disease prevention and control;
1 28 staffing for the school health program; administering of
1 29 prescription medication; acute or chronic health problems;
1 30 health assessment and screening; and program evaluation.
