  1  1    Section 1.  NEW SECTION.  256E.6  STATEWIDE PROGRAM
  1  2 IMPLEMENTATION.
  1  3    Notwithstanding the funding provisions of section 256E.2,
  1  4 effective July 1, 2005, all school districts shall implement
  1  5 an approved beginning teacher induction program following the
  1  6 prescribed procedure set forth in this chapter, and shall
  1  7 provide every beginning teacher employed by a school district
  1  8 with a mentor.
  1  9    Sec. 2.  STATE MANDATE FUNDING SPECIFIED.  In accordance
  1 10 with section 25B.2, subsection 3, the state cost of requiring
  1 11 compliance with any state mandate included in this Act shall
  1 12 be paid by a school district from state school foundation aid
  1 13 received by the school district under section 257.16.  This
  1 14 specification of the payment of the state cost shall be deemed
  1 15 to meet all the state funding-related requirements of section
  1 16 25B.2, subsection 3, and no additional state funding shall be
  1 17 necessary for the full implementation of this Act by and
  1 18 enforcement of this Act against all affected school districts.  
  1 19                           EXPLANATION
  1 20    This bill requires each school district to implement an
  1 21 approved beginning teacher induction program and provide every
  1 22 beginning teacher employed by a school district with a mentor
  1 23 by July 1, 2005.  The bill notwithstands a provision that
  1 24 makes the number of school district beginning teacher
  1 25 induction programs and coordination of the program by the
  1 26 department of education contingent upon an appropriation of
  1 27 sufficient funds by the general assembly.
  1 28    This bill may include a state mandate as defined in Code
  1 29 section 25B.3.  The bill requires that the state cost of any
  1 30 state mandate included in the bill be paid by a school
  1 31 district from state school foundation aid received by the
  1 32 school district under Code section 257.16.  The specification
  1 33 is deemed to constitute state compliance with any state
  1 34 mandate funding-related requirements of Code section 25B.2.
  1 35 The inclusion of this specification is intended to reinstate
  2  1 the requirement of political subdivisions to comply with any
  2  2 state mandates included in the bill.
