1 1 Section 1. Section 256.7, Code Supplement 1999, is amended
1 2 by adding the following new subsection:
1 3 NEW SUBSECTION. 22. Adopt rules directing the community
1 4 colleges to annually and uniformly submit data from the most
1 5 recent fiscal year to the division of community colleges and
1 6 workforce preparation, using criteria determined and
1 7 prescribed by the division via the management information
1 8 system. Data submitted to the division by a community college
1 9 shall be broken down by fund. Community colleges shall
1 10 provide data to the division by a deadline set by the
1 11 division. The deadline shall be set for a date that permits
1 12 the division to include the data in a report submitted for
1 13 state board approval and for review by December 1 of each year
1 14 by the house and senate standing education committees and the
1 15 joint subcommittee on education appropriations.
1 16 Sec. 2. Section 256.9, Code Supplement 1999, is amended by
1 17 adding the following new subsection:
1 18 NEW SUBSECTION. 49. Develop and implement a certified
1 19 annual report to be submitted to the state board by the
1 20 division of community colleges and workforce preparation from
1 21 data submitted in a uniform and consistent manner by the
1 22 community colleges in accordance with section 256.7,
1 23 subsection 22. The division shall reconcile, with the
1 24 assistance of the community colleges, audited financial
1 25 statements with the financial data submitted to the
1 26 department.
1 27 Sec. 3. Section 256.31, Code 1999, is amended by adding
1 28 the following new subsection:
1 29 NEW SUBSECTION. 4. The council shall annually prepare a
1 30 written five-year statewide strategic plan for Iowa's
1 31 community colleges, in consultation with a working group of
1 32 stakeholders which shall be appointed by the director to
1 33 assist the council in formulating the plan. The plan shall be
1 34 submitted to the state board of education for approval and
1 35 adoption by rule, and shall be submitted to the joint
2 1 subcommittee on education appropriations for review prior to
2 2 implementation. By February 1, 2001, and at least every five
2 3 years thereafter, the council shall recommend to the general
2 4 assembly a system of incentives and penalties for community
2 5 colleges based upon the level of responsiveness to the
2 6 strategic plan demonstrated by a given community college.
2 7 Sec. 4. COMMUNITY COLLEGE DATA COMPARISON AND PROGRESS
2 8 REPORT. The director of the department of education shall
2 9 provide the following:
2 10 1. A comparison of the data collected by the basic
2 11 educational data survey for K-12 schools to the data being
2 12 collected by the management information system for community
2 13 colleges to the chairpersons and ranking members of the joint
2 14 subcommittee on education appropriations by January 15, 2001.
2 15 2. A report on the progress toward implementation of the
2 16 management information system to the legislative fiscal bureau
2 17 and department of management by June 30, 2000.
2 18 3. An update on the progress toward implementation of the
2 19 management information system to the house and senate standing
2 20 education committees and the joint subcommittee on education
2 21 appropriations by January 15, 2001.
2 22 The report and the update required pursuant to subsections
2 23 2 and 3 shall include, but shall not be limited to,
2 24 information on the total amounts appropriated and expended for
2 25 purposes of the management information system, the amount
2 26 needed to complete the system, the hardware and software
2 27 needed, and a description of the information the complete
2 28 system is capable of providing.
2 29 Sec. 5. K-16 SHARING INCENTIVES TASK FORCE. The
2 30 department of education and the board of regents shall work
2 31 together to establish a K-16 sharing incentives task force and
2 32 shall jointly provide staffing assistance to the task force.
2 33 The task force shall be charged with conceiving, considering,
2 34 and recommending incentives to encourage elementary,
2 35 secondary, and postsecondary institutions to partner in order
3 1 to share the costs of providing career and technical programs.
3 2 Members of the task force shall include, but shall not be
3 3 limited to, persons representing the Iowa association of
3 4 school boards, the Iowa state education association, school
3 5 administrators of Iowa, the Iowa association of community
3 6 college presidents, the Iowa association of community college
3 7 trustees, the division of community colleges and workforce
3 8 preparation, area education agencies of Iowa, the urban
3 9 education network of Iowa, and rural schools of Iowa, and the
3 10 Iowa communications network. The task force shall report its
3 11 findings, including the costs estimates for any initiatives
3 12 recommended, and its recommendations to the senate and house
3 13 standing education committees and the joint subcommittees on
3 14 education appropriations by January 31, 2001.
3 15 Sec. 6. INITIAL STATEWIDE STRATEGIC PLAN. In accordance
3 16 with section 256.31, subsection 4, the state board of
3 17 education shall approve and adopt by rule the initial
3 18 statewide strategic plan by December 1, 2000. The department
3 19 shall implement the initial plan by July 1, 2001.
3 20 EXPLANATION
3 21 This bill requires the community college council to
3 22 annually prepare a five-year statewide strategic plan,
3 23 requires uniform reporting via the management information
3 24 system by the community colleges, and directs the department
3 25 of education and the board of regents to work together to
3 26 establish a K-16 sharing incentives task force.
3 27 In preparing the statewide strategic plan, the council must
3 28 consult with a working group of stakeholders appointed by the
3 29 director of the department of education. The plan must be
3 30 submitted to the state board of education for approval and
3 31 adoption by rule, and to the joint subcommittee on education
3 32 appropriations for review prior to the plan's July 1, 2001,
3 33 implementation. By February 1, 2001, and at least every five
3 34 years thereafter, the state board must recommend to the
3 35 general assembly a system of incentives and penalties for
4 1 community colleges based upon the level of responsiveness to
4 2 the strategic plan demonstrated by a given community college.
4 3 The bill directs the state board of education to adopt
4 4 rules directing and authorizing the division of community
4 5 colleges and workforce preparation to prescribe and collect
4 6 data, which the community colleges shall be required to
4 7 provide via the management information system.
4 8 The bill requires that the director of the department of
4 9 education develop and implement a certified annual report to
4 10 be submitted to the state board by the division from the data
4 11 submitted by the community colleges. The division is directed
4 12 to reconcile, with the assistance of the community colleges,
4 13 audited financial statements with the financial data submitted
4 14 to the department.
4 15 The bill also requires the director to provide to the
4 16 chairpersons and ranking members of the joint subcommittee on
4 17 education appropriations, by January 15, 2001, a comparison of
4 18 the data collected by the basic educational data survey for K-
4 19 12 schools to the data being collected by the management
4 20 information system for community colleges. In addition, the
4 21 director must submit a progress report on the management
4 22 information system to the legislative fiscal bureau and
4 23 department of management by June 30, 2000, with an update of
4 24 the progress report to be submitted to the general assembly's
4 25 education committees by January 15, 2001.
4 26 The bill requires that the department of education and the
4 27 board of regents jointly provide staffing assistance to the K-
4 28 16 sharing incentives task force, and provides that the task
4 29 force shall be charged with conceiving, considering, and
4 30 recommending incentives to encourage institutions to partner
4 31 in order to share the costs of providing career and technical
4 32 programs. The task force must report its findings, including
4 33 the costs estimates for any initiatives recommended, and its
4 34 recommendations to the general assembly's education committees
4 35 by January 31, 2001.
