  1  4 PROVIDING FOR THE UTILIZATION OF BUDGET ENROLLMENT IN DETERMIN-
  1  5    ING GIFTED AND TALENTED PROGRAM FUNDING, AND PROVIDING AN 
  1  6    EFFECTIVE DATE.

  1  8 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:

  1 10    Section 1.  Section 257.46, subsection 2, Code Supplement
  1 11 1999, is amended to read as follows:
  1 12    2.  The remaining portion of the budget shall be funded by
  1 13 the thirty-eight dollar increase in allowable growth for the
  1 14 school budget year beginning July 1, 1999, increased by the
  1 15 growth of the regular program district cost each year
  1 16 multiplied by a district's budget enrollment.  The thirty-
  1 17 eight dollar increase for the school budget year beginning
  1 18 July 1, 1999, shall increase in subsequent years by each
  1 19 year's state percent of growth.  School districts shall
  1 20 annually report the amount expended for a gifted and talented
  1 21 program to the department of education.  The proportion of a
  1 22 school district's budget which corresponds to the thirty-eight
  1 23 dollar increase in allowable growth for the school budget year
  1 24 beginning July 1, 1999, added to the amount in subsection 1,
  1 25 shall be utilized exclusively for a school district's talented
  1 26 and gifted and talented program.
  1 27    Sec. 2.  EFFECTIVE DATE.  This Act, being deemed of
  1 28 immediate importance, takes effect upon enactment.
