1 1 Section 1. NEW SECTION. 272.9B PERMANENT SUBSTITUTE
1 2 TEACHER LICENSURE.
1 3 The board of educational examiners shall adopt rules which
1 4 provide for the issuance of a permanent license for substitute
1 5 teachers who have met the following requirements:
1 6 1. Successfully completed an approved practitioner
1 7 preparation program and received a master's degree or a
1 8 professional degree beyond the baccalaureate degree, from an
1 9 accredited college or university with an approved practitioner
1 10 preparation program.
1 11 2. Taught successfully full time for at least twenty years
1 12 in Iowa prior to retiring, as certified in writing to the
1 13 board by the superintendent of the school district or by the
1 14 authorities in charge of the accredited nonpublic school which
1 15 employed the teacher during the teacher's twenty years of
1 16 teaching.
1 17 Sec. 2. Section 279.13, Code 1999, is amended by adding
1 18 the following new subsection:
1 19 NEW SUBSECTION. 4. Notwithstanding section 20.9, the
1 20 contract negotiations with respect to teacher wages shall not
1 21 provide for a single salary teacher pay schedule.
1 22 EXPLANATION
1 23 This bill provides that contract negotiations for teacher
1 24 wages shall not provide for a single salary teacher pay
1 25 schedule and directs the board of educational examiners to
1 26 adopt rules relating to the issuance of a permanent substitute
1 27 teacher license for retired teachers who have successfully
1 28 completed an approved practitioner preparation program and
1 29 received a master's degree or a professional degree beyond the
1 30 baccalaureate degree from an accredited college or university
1 31 with an approved practitioner preparation program. To qualify
1 32 for the permanent license, a teacher must also have taught
1 33 successfully for a 20-year period, which is to be certified in
1 34 writing to the board by the superintendent of the school
1 35 district, or the authorities in charge of the accredited
2 1 nonpublic school, which employed the teacher during the
2 2 teacher's 20 years of successful teaching.
