1188 the value-added agricultural products and processes financial

1238 northern Iowa on a strategic initiative to develop ag-based
1248 industrial lubrication technology and to create projects to

1278 administrative rules for value-added agricultural products and
1288 processes, the department shall allocate $250,000 for this
1298 initiative.

2798 partnerships with Iowa businesses in the tourism industry,
2808 Iowa tour groups, Iowa tourism organizations, and political
2818 subdivisions in this state to assist in the development of
2828 advertising efforts. The department shall, to the fullest
2838 extent possible, develop cooperative efforts for advertising
2848 with contributions from other sources.
2858 Sec. 2. COMMUNITY DEVELOPMENT LOAN FUND. Notwithstanding
2868 section 15E.120, subsections 5, 6, and 7, and section 15.287,
2878 there is appropriated from the Iowa community development loan
2888 fund all the moneys available during the fiscal year beginning
2898 July 1, 1999, and ending June 30, 2000, to the department of
2908 economic development for the community development program to
2918 be used by the department for the purposes of the program.
2928 Sec. 3. JOB TRAINING FUND. Notwithstanding section
2938 15.251, subsection 2, there is appropriated from the job
2948 training fund to the department of workforce development for
2958 the fiscal year beginning July 1, 1999, and ending June 30,
2968 2000, the following amount, or so much thereof as is
2978 necessary, to be used for the purposes designated:

3608 projects which are matched by private sector moneys for
3618 directed contract research or for nondirected research. The
3628 match required of small businesses as defined in section

3648 nondirected research shall be $1 for each $3 of state funds.
3658 The match required for other businesses for directed contract
3668 research or for nondirected research shall be $1 for each $1
3678 of state funds. The match required of industrial foundations
3688 or trade associations shall be $1 for each $1 of state funds.
3698 Iowa state university of science and technology shall
3708 report annually to the joint appropriations subcommittee on
3718 economic development and legislative fiscal bureau the total
3728 amounts of private contributions, the proportion of
3738 contributions from small businesses and other businesses, and
3748 the proportion for directed contract research and nondirected
3758 research of benefit to Iowa businesses and industrial sectors.
3768 Notwithstanding section 8.33, moneys appropriated in this
3778 section that remain unencumbered or unobligated at the close

5048 The Iowa workforce development board shall be responsible
5058 for the functions previously conducted by the state labor
5068 management cooperation council. The board, the department of
5078 workforce development, and the labor management coordinator
5088 shall cooperate to improve communications and facilitate
5098 dialogue between labor, management, and government on
5108 workforce development problems facing the state, to form in-
5118 plant labor management committees, and to provide technical
5128 assistance to establish effective labor management policies in
5138 the state. It is the intent of the general assembly that the
5148 fiscal year beginning July 1, 1999, and ending June 30, 2000,
5158 shall be the final year that the labor management coordinator
5168 shall be funded. In subsequent fiscal years, the functions
5178 and duties of the labor management coordinator shall be
5188 assumed by the workforce development state and regional
5198 advisory boards.
5208 7. WELFARE-TO-WORK MATCHING FUNDS
5218 For matching funds for welfare-to-work grants authorized
5228 through the United States department of labor to provide
5238 additional services for the hardest to employ recipients of

5808 Sec. 12. PUBLIC EMPLOYMENT RELATIONS BOARD. There is
5818 appropriated from the general fund of the state to the public
5828 employment relations board for the fiscal year beginning July
5838 1, 1999, and ending June 30, 2000, the following amount, or so
5848 much thereof as is necessary, for the purposes designated:

5868 and for not more than the following full-time equivalent

5928 Sec. 13. SHELTER ASSISTANCE FUND. In providing moneys
5938 from the shelter assistance fund to homeless shelter programs
5948 in the fiscal year beginning July 1, 1999, the department of
5958 economic development shall explore the potential of allocating
5968 moneys to homeless shelter programs based in part on their
5978 ability to move their clients toward self-sufficiency.
5988 Sec. 14. BUDGET PROPOSALS. The department of economic
5998 development and the department of workforce development shall
6008 submit all budget proposals in the traditional format as well
6018 as in the budgeting for results format for the fiscal year
6028 beginning July 1, 2000.
6038 Sec. 15. By December 31 of each year, the ISCC liquidation
6048 corporation shall submit an annual report to the chairpersons
6058 and the ranking members of the joint appropriations
6068 subcommittee on economic development. The report shall
6078 include an update on the financial condition of the
6088 corporation relating to the status of any moneys, assets, or
6098 contracts currently being held by the corporation or
6108 transferred by the corporation during the prior year.
6118 Sec. 16. FEDERAL GRANTS. All federal grants to and the
6128 federal receipts of agencies appropriated funds under this
6138 Act, not otherwise appropriated, are appropriated for the
6148 purposes set forth in the federal grants or receipts unless
6158 otherwise provided by the general assembly.
6168 Sec. 17. Notwithstanding section 96.9, subsection 4,
6178 paragraph "a", moneys credited to the state by the secretary
6188 of the treasury of the United States pursuant to section 903
6198 of the Social Security Act shall be appropriated to the
6208 department of workforce development and shall be used by the
6218 department for the administration of the unemployment
6228 compensation program only. This appropriation shall not apply
6238 to any fiscal year after December 31, 2002.
6248 Sec. 18. In lieu of the appropriation made in section
6258 15.365, subsection 3, there is appropriated for the fiscal
6268 year beginning July 1, 1999, and ending June 30, 2000,
6278 $100,000, or so much thereof as is necessary from the general
6288 fund of the state to the department of economic development to
6298 pay refunds as provided under section 15.365.
6308 Sec. 19. Notwithstanding section 8.33, all unencumbered
6318 and unobligated moneys remaining in the economic development
6328 deaf interpreters revolving fund established in section
6338 15.108, shall transfer to the rural community 2000 program
6348 revolving fund established in section 15.287 on the effective
6358 date of this Act.
6368 Sec. 20. Section 15.108, subsection 7, paragraph j, Code
6378 1999, is amended by striking the paragraph.
6388 Sec. 21. Section 15.313, Code 1999, is amended by adding
6398 the following new subsection:
6408 NEW SUBSECTION. 2A. The assets of the fund may be used
6418 for purposes of administering and operating the
6428 entrepreneurial ventures assistance program established in
6438 section 15.339.
6448 Sec. 22. Section 15A.1, Code 1999, is amended by adding
6458 the following new subsection:
6468 NEW SUBSECTION. 4. A state agency shall disburse public
6478 moneys used for grants, loans, tax incentives, or other
6488 financial assistance for economic development without
6498 discrimination or without the use of terms or conditions which
6508 are more onerous than those regularly extended to persons of
6518 similar economic backgrounds and based on an applicant's age,
6528 color, creed, national origin, race, religion, marital status,
6538 sex, physical disability, or familial status.
6548 Sec. 23. EFFECTIVE DATES. The following sections of this
6558 Act, being deemed of immediate importance, take effect upon
6568 enactment:
6578 1. Section 19, relating to the reversion of moneys to the
6588 rural community 2000 program revolving fund.
6598 2. Section 20, relating to the economic development deaf
6608 interpreters revolving fund.
