  1  1    Section 1.  Section 331.321, subsection 1, paragraph m,
  1  2 Code 1999, is amended to read as follows:
  1  3    m.  Two members of the county compensation board in
  1  4 accordance with section 331.905, subsection 1.
  1  5    Sec. 2.  Section 331.322, subsection 6, Code 1999, is
  1  6 amended to read as follows:
  1  7    6.  Review the final compensation schedule of the county
  1  8 compensation board, if applicable, and determine the final
  1  9 compensation schedule in accordance with section 331.907.
  1 10    Sec. 3.  Section 331.905, Code 1999, is amended by adding
  1 11 the following new subsection:
  1 12    NEW SUBSECTION.  1A.  Notwithstanding subsection 1, the
  1 13 board of supervisors may provide, by ordinance, for the county
  1 14 compensation board to be composed of the members of the board
  1 15 of supervisors.  The terms of office of the current
  1 16 compensation board members shall expire upon publication of
  1 17 the ordinance.
  1 18    Sec. 4.  Section 331.905, subsection 2, Code 1999, is
  1 19 amended to read as follows:
  1 20    2.  The Except as provided in subsection 1A, the members of
  1 21 the county compensation board shall be appointed to four-year,
  1 22 staggered terms of office.  The members of the county
  1 23 compensation board shall not be officers or employees of the
  1 24 state or a political subdivision of the state.  A term shall
  1 25 be effective on the first of July of the year of appointment
  1 26 and a vacancy shall be filled for the unexpired term in the
  1 27 same manner as the original appointment.
  1 28    Sec. 5.  Section 331.907, subsection 2, Code 1999, is
  1 29 amended to read as follows:
  1 30    2.  At the public hearing held on the county budget as
  1 31 provided in section 331.434, the county compensation board
  1 32 shall submit its recommended compensation schedule for the
  1 33 next fiscal year to the board of supervisors for inclusion in
  1 34 the county budget.  The board of supervisors shall review the
  1 35 recommended compensation schedule for the elected county
  2  1 officers and determine the final compensation schedule which
  2  2 shall not exceed the compensation schedule recommended by the
  2  3 county compensation board.  In determining the final
  2  4 compensation schedule if, the board of supervisors wishes to
  2  5 may accept or reduce the amount of the recommended
  2  6 compensation schedule, the amount of the salary increase
  2  7 proposed for each elected county officer shall be reduced an
  2  8 equal percentage.  If the compensation board is created
  2  9 pursuant to section 331.905, subsection 1A, the compensation
  2 10 schedule prepared by the county compensation board is the
  2 11 final compensation schedule for the next fiscal year.  A copy
  2 12 of the final compensation schedule shall be filed with the
  2 13 county budget at the office of the director of the department
  2 14 of management.  The final compensation schedule takes effect
  2 15 on July 1 following its adoption by the board of supervisors.
