PAG LIN 1 1 Section 1. Section 262.9, Code 1999, is amended by adding 1 2 the following new subsection: 1 3 NEW SUBSECTION. 30. Adopt rules prescribing that each 1 4 institution of higher learning under its control which 1 5 provides graduate practitioner preparation programs requires 1 6 not more than thirty-six semester hours, or the trimester or 1 7 quarter equivalent, for a graduate degree leading to an 1 8 elementary or secondary counselor endorsement. 1 9 Sec. 2. NEW SECTION. 272.32 ALTERNATIVE COUNSELING 1 10 LICENSE. 1 11 The board shall adopt rules not later than January 1, 2000, 1 12 to allow a person licensed to practice psychology pursuant to 1 13 chapter 154B, a licensed social worker pursuant to chapter 1 14 154C, a licensed marital and family therapist pursuant to 1 15 chapter 154D, or a licensed mental health counselor pursuant 1 16 to chapter 154D, or a person who is licensed by a comparable 1 17 examining board in another state that has entered into 1 18 reciprocal relations with this state, to be licensed by the 1 19 board for the purposes of counseling students in an accredited 1 20 school or school district without further educational 1 21 qualifications, except as provided in section 272.6. The 1 22 rules shall provide for the recognition of the individual's 1 23 professional license issued by a professional licensing board 1 24 other than the board of educational examiners, and shall 1 25 require an individual who receives an alternative counseling 1 26 license pursuant to this section to comply with the code of 1 27 professional rights and responsibilities, practice, and ethics 1 28 established by the board pursuant to section 272.2, subsection 1 29 1. The board shall not require the individual to complete or 1 30 to have completed a practitioner preparation program in order 1 31 to receive a license under this section. 1 32 EXPLANATION 1 33 This bill directs the state board of regents to adopt rules 1 34 prescribing that all institutions of higher learning under its 1 35 control, which are providing graduate practitioner preparation 2 1 programs, require not more than 36 semester hours for a 2 2 graduate degree leading to an elementary or secondary 2 3 counselor endorsement. 2 4 The bill also directs the board of educational examiners to 2 5 adopt rules to allow a person licensed to practice psychology, 2 6 a licensed social worker, a licensed marital and family 2 7 therapist, or a licensed mental health counselor, or a person 2 8 who is licensed by a comparable examining board in another 2 9 state that has entered into reciprocal relations with this 2 10 state, to be licensed by the board for the purposes of 2 11 counseling students in a school or school district without 2 12 meeting any further educational qualifications. The rules 2 13 must require an individual who receives an alternative 2 14 counseling license to comply with the code of professional 2 15 rights and responsibilities, practice, and ethics established 2 16 by the board for other licensees.
