1 1 Section 1. Section 15A.1, subsection 3, Code 1999, is
1 2 amended by adding the following new paragraph:
1 3 NEW PARAGRAPH. c. The business pays a wage for a full-
1 4 time employee for every job created or retained as a result of
1 5 the financial assistance of at least two hundred percent of
1 6 the federal poverty level as defined by the most recently
1 7 revised poverty income guidelines published by the United
1 8 States department of health and human services for a household
1 9 of one person. For purposes of this paragraph, "full-time
1 10 employee" means an employee working the customary scheduled
1 11 full-time hours prevailing in the establishment in which the
1 12 individual is employed.
1 13 EXPLANATION
1 14 This bill relates to requirements which must be met by a
1 15 business in order for a state agency to provide an economic
1 16 development grant, loan, or other financial assistance. The
1 17 bill provides that a business must pay a wage for a full-time
1 18 employee for every job created or retained of at least 200
1 19 percent of the federal poverty level for a household of one
1 20 person.
