1 1 Section 1. Section 84A.5, subsection 1, unnumbered
1 2 paragraph 3, Code 1999, is amended to read as follows:
1 3 The system shall include an accountability system to
1 4 measure program performance, identify accomplishments, and
1 5 evaluate programs to ensure goals and standards are met. The
1 6 accountability system shall use information obtained from the
1 7 customer tracking system, the department of economic
1 8 development, the department of education, and training
1 9 providers to evaluate the effectiveness of programs. The
1 10 accountability system shall not use the social security number
1 11 of a customer of the workforce development system to access,
1 12 track, or report on information concerning the customer unless
1 13 the customer is given prior notice of such use. The
1 14 department of economic development, the department of
1 15 education, and training providers shall report information
1 16 concerning the use of any state or federal training or
1 17 retraining funds to the department of workforce development in
1 18 a form as required by the department. The accountability
1 19 system shall evaluate all of the following:
1 20 EXPLANATION
1 21 This bill amends Code section 84A.5 to prohibit the
1 22 department of workforce development from using social security
1 23 numbers in its accountability system to access, track, or
1 24 report on information concerning customers of the workforce
1 25 development system unless prior notice of such use is given.
1 26 Code section 84A.5 provides that the accountability system
1 27 shall measure the performance, identify accomplishments, and
1 28 evaluate programs of the workforce development system to
1 29 ensure goals and standards are met.
