PAG LIN 1 1 Section 1. NEW SECTION. 324A.7 SENIOR CITIZEN 1 2 TRANSPORTATION PILOT PROJECT. 1 3 1. The department shall coordinate a three-year pilot 1 4 project commencing July 1, 1999, to provide transportation 1 5 service to meet critical service needs of senior citizens 1 6 across the state. There is appropriated from the general fund 1 7 of the state to the department for each fiscal year in the 1 8 fiscal period beginning July 1, 1999, and ending June 30, 1 9 2002, an amount equal to five dollars for each senior citizen 1 10 residing in this state. Each area agency on aging shall 1 11 certify to the department the number of senior citizens 1 12 residing in the agency's service area on or before the 1 13 beginning of each fiscal year for purposes of determining the 1 14 number of senior citizens in the state. 1 15 2. The moneys appropriated for a fiscal year pursuant to 1 16 subsection 1 shall be distributed to each area agency on aging 1 17 in an amount equal to five dollars for each senior citizen 1 18 residing in the area served by the agency. An area agency on 1 19 aging may also accept donations, seek grants, and utilize any 1 20 other source of funding legally available to the agency for 1 21 provision of transportation services pursuant to this section. 1 22 3. Each area agency on aging in the state shall enter into 1 23 cooperative agreements with public transit systems in the area 1 24 served by the agency to provide transportation service for 1 25 senior citizens in the area for the period of the pilot 1 26 project. The department shall provide technical assistance to 1 27 the area agencies on aging in drafting the agreements and 1 28 coordinating transportation service for senior citizens in the 1 29 area served by the agency. Whenever possible, the funding 1 30 provided to an agency under this section shall be used to 1 31 provide new services or supplement existing services to senior 1 32 citizens in the area. 1 33 4. Each area agency on aging, in cooperation with the 1 34 public transit systems that have entered into cooperative 1 35 agreements with the agency pursuant to subsection 2, shall 2 1 submit a report to the department each fiscal quarter. The 2 2 report shall provide information concerning the transportation 2 3 services provided during the quarter pursuant to the 2 4 cooperative agreements. The information shall include the 2 5 number of senior citizens using the transportation service, 2 6 the number of one-way rides, the mode of transportation used, 2 7 donations received, and all financial expenditures associated 2 8 with the provision of services. 2 9 5. For purposes of this section, "senior citizen" means a 2 10 person sixty years of age or older. 2 11 6. The department shall adopt rules to administer this 2 12 section. 2 13 7. This section is repealed on July 1, 2002. 2 14 Sec. 2. CERTIFICATION. Each area agency on aging in the 2 15 state shall certify to the state department of transportation 2 16 by June 1, 1999, the number of senior citizens residing in the 2 17 agency's service area for purposes of determining the amount 2 18 to be appropriated to the department for the fiscal year 2 19 beginning July 1, 1999, under section 324A.7, as enacted by 2 20 this Act. 2 21 Sec. 3. EFFECTIVE DATE. Section 2 of this Act, being 2 22 deemed of immediate importance, takes effect upon enactment. 2 23 EXPLANATION 2 24 This bill creates new Code section 324A.7 to establish a 2 25 senior citizen transportation pilot project. The bill directs 2 26 the state department of transportation to coordinate the 2 27 project for three years commencing July 1, 1999, to provide 2 28 transportation service to meet critical service needs of 2 29 senior citizens across the state. 2 30 The bill appropriates from the general fund of the state to 2 31 the department for each fiscal year in the period beginning 2 32 July 1, 1999, and ending June 30, 2002, an amount equal to 2 33 five dollars for each senior citizen in the state for purposes 2 34 of the project. The moneys appropriated for a fiscal year 2 35 shall be distributed to each of the 13 area agencies on aging 3 1 in the state in an amount equal to five dollars for each 3 2 senior citizen residing in the area served by the agency. An 3 3 area agency on aging may also accept donations, seek grants, 3 4 and utilize any other source of funding legally available to 3 5 the agency for provision of transportation services pursuant 3 6 to the bill. 3 7 The bill provides that each area agency on aging shall 3 8 enter into cooperative agreements with public transit systems 3 9 in the area served by the agency to provide transportation 3 10 service for senior citizens in the area for the period of the 3 11 pilot project. Each area agency on aging, in cooperation with 3 12 the public transit systems that have entered into cooperative 3 13 agreements with the agency, is required to submit a report to 3 14 the department each fiscal quarter. The report is to provide 3 15 information concerning the transportation services provided 3 16 during the quarter pursuant to the cooperative agreements. 3 17 The information shall include the number of senior citizens 3 18 using the transportation service, the number of one-way rides, 3 19 the mode of transportation used, donations received, and all 3 20 financial expenditures associated with the provision of 3 21 services. 3 22 The bill also directs each area agency on aging to certify 3 23 to the state department of transportation by June 1, 1999, the 3 24 number of senior citizens residing in the area for purposes of 3 25 determining the amount to be appropriated to the department 3 26 for fiscal year 1999-2000.
