  1  4 DEFINING AS A FRAUDULENT PRACTICE CERTAIN CREATION OR USE OF
  1  5    RETAIL SALES RECEIPTS OR UNIVERSAL PRICE CODE LABELS, AND
  1  6    APPLYING PENALTIES.

  1  8 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
  1  9 
  1 10    Section 1.  Section 714.8, Code 1999, is amended by adding
  1 11 the following new subsection:
  1 12    NEW SUBSECTION.  17.  Manufactures, creates, reproduces,
  1 13 alters, possesses, uses, transfers, or otherwise knowingly
  1 14 contributes to the production or use of a fraudulent retail
  1 15 sales receipt or universal price code label with intent to
  1 16 defraud another person engaged in the business of retailing.
  1 17    For purposes of this subsection:
  1 18    a.  "Retail sales receipt" means a document intended to
  1 19 evidence payment for goods or services.
  1 20    b.  "Universal price code label" means the unique ten-digit
  1 21 bar code placed on the packaging of an item that may be used
  1 22 for purposes including but not limited to tracking inventory,
  1 23 maintaining price information in a computerized database, and
  1 24 serving as proof of purchase of a particular item.
