1 1 Section 1. Section 73.16, subsection 2, Code 1999, is
1 2 amended by adding the following new unnumbered paragraph after
1 3 unnumbered paragraph 1:
1 4 NEW UNNUMBERED PARAGRAPH. The director of each agency or
1 5 department of state government having purchasing authority
1 6 shall issue electronic bid notices for distribution to the
1 7 targeted small business web page located at the department of
1 8 economic development if the director releases a solicitation
1 9 for bids for procurement of equipment, supplies, or services.
1 10 The notices shall be provided to the targeted small business
1 11 marketing manager forty-eight hours prior to the issuance of
1 12 all bid notices. The notices shall contain a description of
1 13 the subject of the bid, a point of contact for the bid, and
1 14 any subcontract goals included in the bid.
1 15 EXPLANATION
1 16 This bill requires the director of each state agency or
1 17 department to issue electronic bid notices for distribution to
1 18 the targeted small business web page under the control of the
1 19 department of economic development if the director releases a
1 20 solicitation for bids for procurement of equipment, supplies,
1 21 or services. The notices shall be provided to the department
1 22 of economic development 48 hours prior to the issuance of all
1 23 bid notices and shall contain a description of the subject of
1 24 the bid, a point of contact for the bid, and any subcontract
1 25 goals included in the bid.
1 26 Code section 307.49 currently requires the state department
1 27 of transportation to issue such electronic bid notices for
1 28 project bid notices.
