1 1 Section 1. Section 481A.38, subsection 1, Code 1999, is
1 2 amended by adding the following new unnumbered paragraph:
1 3 NEW UNNUMBERED PARAGRAPH. The commission shall authorize
1 4 the use of steel shot size no. 2 or 3 as a substitute for lead
1 5 shot size no. 4.
1 6 EXPLANATION
1 7 This bill directs the natural resource commission of the
1 8 department of natural resources to allow the use of steel shot
1 9 size no. 2 or 3 as a substitute for lead shot size no. 4.
1 10 Currently, the shot sizes are restricted to no. 4, 5, 6, 7.5,
1 11 or 8 by administrative rule without specifying the material
1 12 composition of the shot. A no. 2 steel shot and a no. 4 lead
1 13 shot have an essentially equivalent effective range. The
1 14 effective range of a no. 3 steel shot is less than a no. 4
1 15 lead shot. Lead shot is not used for taking migratory birds
1 16 because of environmental concerns.
