  1  1    Section 1.  Section 257.11, subsection 3, Code 1999, is
  1  2 amended to read as follows:
  1  3    3.  WHOLE GRADE SHARING.  For the budget years year
  1  4 beginning July 1, 1991, and July 1, 1992 1999, and succeeding
  1  5 budget years, in districts that have executed whole grade
  1  6 sharing agreements under sections 282.10 through 282.12, the
  1  7 school budget review committee shall assign a weighting equal
  1  8 to one plus an additional portion of one times the percent of
  1  9 the pupil's school day in which a pupil attends classes in
  1 10 another district or a community college, attends classes
  1 11 taught by a teacher who is employed jointly under section
  1 12 280.15, or attends classes taught by a teacher who is employed
  1 13 by another district.  The assignment of additional weighting
  1 14 to a school district shall continue for a period of five
  1 15 years.  If the school district reorganizes during that five-
  1 16 year period, the assignment of the additional weighting shall
  1 17 be transferred to the reorganized district until the
  1 18 expiration of the five-year period.  If a school district was
  1 19 receiving additional weighting for whole grade sharing under
  1 20 section 442.39, subsection 2, Code 1989, the district shall
  1 21 continue to be assigned additional weighting for whole grade
  1 22 sharing by the school budget review committee under this
  1 23 subsection so that the district is assigned the additional
  1 24 weighting for whole grade sharing for a total period of five
  1 25 years.
  1 26    Sec. 2.  EFFECTIVE DATE.  This Act, being deemed of
  1 27 immediate importance, takes effect upon enactment.  
  1 28                           EXPLANATION 
  1 29    This bill provides that school districts entering into
  1 30 whole grade sharing agreements with other school districts
  1 31 pursuant to Code sections 282.10 through 282.12 will be
  1 32 eligible for supplementary weighting for school budget years
  1 33 beginning on or after July 1, 1999.  The bill provides that
  1 34 the school budget review committee will assign a weighting
  1 35 equal to one plus an additional portion of one times the
  2  1 percent of the pupil's school day in which a pupil attends
  2  2 classes in another district or a community college, attends
  2  3 classes taught by a teacher who is employed jointly under Code
  2  4 section 280.15, or attends classes taught by a teacher who is
  2  5 employed by another district.  These weighting provisions were
  2  6 previously in effect for a five-year duration for school
  2  7 districts entering into whole grade sharing agreements for the
  2  8 budget years beginning July 1, 1991, and July 1, 1992.
  2  9    The bill would take effect upon enactment.
