1 1 Section 1. Section 18.6, Code 1999, is amended by adding
1 2 the following new subsection:
1 3 NEW SUBSECTION. 16. The director shall adopt rules which
1 4 authorize the submission of bids by telephone, facsimile, or
1 5 other electronic means in a format prescribed by the director
1 6 which provides for the confirmation of the bid by the bidder
1 7 and which reasonably ensures the authenticity of the bid and
1 8 the bidder's identity. The rules shall provide that
1 9 procedures for a request for bids otherwise governed by this
1 10 section shall permit the submission of a bid in any manner
1 11 authorized by this subsection.
1 12 EXPLANATION
1 13 This bill provides that the director of the department of
1 14 general services, in promulgating rules governing competitive
1 15 bidding procedures, shall adopt rules authorizing the
1 16 submission of bids by telephone, facsimile, or other
1 17 electronic means. The bill also provides that a request for
1 18 bids governed by these procedures shall permit the submission
1 19 of a bid in the manner authorized by this bill.
