PAG LIN 1 1 Section 1. Section 257.11, Code 1999, is amended by 1 2 striking the section and inserting in lieu thereof the 1 3 following: 1 4 257.11 SUPPLEMENTARY WEIGHTING. 1 5 1. REGULAR CURRICULUM. Pupils in a regular curriculum 1 6 attending all their classes in the district in which they 1 7 reside, taught by teachers employed by that district, and 1 8 having administrators employed by that district, are assigned 1 9 a weighting of one. 1 10 2. DISTRICT TO DISTRICT SHARING. 1 11 a. In order to provide additional funds for school 1 12 districts which send their resident pupils to another school 1 13 district, which jointly employ and share the services of 1 14 teachers under section 280.15, or which use the services of a 1 15 teacher employed by another school district, a supplementary 1 16 weighting plan for determining enrollment is adopted. 1 17 b. If the school budget review committee certifies to the 1 18 department of management that the shared classes or teachers 1 19 would otherwise not be implemented without the assignment of 1 20 additional weighting, pupils attending classes in another 1 21 school district, attending classes taught by a teacher who is 1 22 employed jointly under section 280.15, or attending classes 1 23 taught by a teacher who is employed by another school 1 24 district, are assigned a weighting, in addition to the 1 25 weighting assigned in subsection 1, of one times the 1 26 percentage of the pupil's school day during which the pupil 1 27 attends classes in another district, attends classes taught by 1 28 a teacher who is jointly employed under section 280.15, or 1 29 attends classes taught by a teacher who is employed by another 1 30 school district. 1 31 3. DISTRICT TO COMMUNITY COLLEGE SHARING. 1 32 a. In order to provide additional funds for school 1 33 districts which send their resident pupils to a community 1 34 college for classes, a supplementary weighting plan for 1 35 determining enrollment is adopted. 2 1 b. If the school budget review committee certifies to the 2 2 department of management that the class would not otherwise be 2 3 implemented without the assignment of additional weighting, 2 4 and that the involvement or assistance of the community 2 5 college was necessary in order to facilitate the offering of 2 6 the class, pupils attending a community college-offered class 2 7 or attending a class taught by a community college-employed 2 8 teacher are assigned a weighting, in addition to the weighting 2 9 assigned in subsection 1, of one times the percentage of the 2 10 pupil's school day during which the pupil attends class in the 2 11 community college or attends a class taught by a community 2 12 college-employed teacher. 2 13 For the purposes of this subsection, and subsection 4 of 2 14 this section, supplementary weighting shall be granted without 2 15 regard to whether a shared class is being taught at a 2 16 community college or high school location, or whether a shared 2 17 class qualifies for community college credit. 2 18 4. ALTERNATIVE HIGH SCHOOL PROGRAM. Pupils attending a 2 19 shared alternative high school program in another school 2 20 district, or attending an alternative high school program 2 21 offered by a community college, are assigned a weighting, in 2 22 addition to the weighting assigned in subsection 1, of one 2 23 times the percentage of the pupil's school day during which 2 24 the pupil is attending the alternative high school program. 2 25 5. SHARED CLASSES DELIVERED OVER THE IOWA COMMUNICATIONS 2 26 NETWORK. A pupil attending a class in which students from one 2 27 or more other school districts are enrolled and which is 2 28 taught via the Iowa communications network is not deemed to be 2 29 attending a class in another school district or in a community 2 30 college for the purposes of this section and the school 2 31 district is not eligible for supplementary weighting for that 2 32 class under this section. 2 33 6. PUPILS INELIGIBLE. A pupil eligible for the weighting 2 34 plan provided in section 256B.9 is not eligible for 2 35 supplementary weighting pursuant to this section. 3 1 7. CALCULATION OF WEIGHTS. The school budget review 3 2 committee shall calculate the weights to be used in this 3 3 section to the nearest one-hundredth of one. To the extent 3 4 possible, the moneys generated by the weighting shall be 3 5 equivalent to the moneys generated by the one-tenth, five- 3 6 tenths, and twenty-five thousandths weighting provided in 3 7 section 442.39, Code 1989. 3 8 Sec. 2. Section 257.12, Code 1999, is repealed. 3 9 Sec. 3. This Act, being deemed of immediate importance, 3 10 takes effect upon enactment. 3 11 EXPLANATION 3 12 This bill provides supplementary weighting for determining 3 13 enrollment in school districts which are involved in sharing 3 14 programs on a district to district, or district to community 3 15 college, basis. 3 16 For purposes of determining the amount of supplementary 3 17 weighting, pupils in a regular curriculum attending all their 3 18 classes in the district in which they reside, taught by 3 19 teachers employed by that district, and having administrators 3 20 employed by that district, are assigned a weighting of one. 3 21 The bill provides that school districts which send their 3 22 resident pupils to another school district, which jointly 3 23 employ and share the services of teachers under Code section 3 24 280.15, or which use the services of a teacher employed by 3 25 another school district, will have assigned to the pupils an 3 26 additional weighting of one times the percentage of the 3 27 pupil's school day during which the pupil is involved in the 3 28 shared program. In order to receive the supplementary 3 29 weighting, the school budget review committee must certify to 3 30 the department of management that the shared classes or 3 31 teachers would otherwise not be implemented without the 3 32 assignment of additional weighting. 3 33 The bill also provides that school districts which send 3 34 their resident pupils to a community college-offered class or 3 35 to a class taught by a community college-employed teacher will 4 1 have assigned to the pupils an additional weighting of one 4 2 times the percentage of the pupil's school day during which 4 3 the pupil is involved in the shared program, if the school 4 4 budget review committee certifies to the department of 4 5 management that the class would not otherwise be implemented 4 6 without the assignment of the supplementary weighting and that 4 7 the involvement or assistance of the community college was 4 8 necessary in order to facilitate the offering of the class. 4 9 The bill provides that supplementary weighting will be granted 4 10 without regard to whether a shared class is being taught at a 4 11 community college or high school location, or whether a shared 4 12 class qualifies for community college credit. 4 13 The bill additionally provides that pupils attending a 4 14 shared alternative high school program in another school 4 15 district, or attending an alternative high school program 4 16 offered by a community college, are assigned the supplementary 4 17 weighting of one times the percentage of the pupil's school 4 18 day during which the pupil is attending the alternative high 4 19 school program. 4 20 The bill provides that pupils attending a class in which 4 21 students from one or more other school districts are enrolled, 4 22 which is taught via the Iowa communications network, will not 4 23 be considered to be attending a class in another school 4 24 district or in a community college for purposes of qualifying 4 25 for supplementary weighting. The bill further provides that 4 26 pupils eligible for special education weighting pursuant to 4 27 Code section 256B.9 will not be eligible for supplementary 4 28 weighting for shared programs between school districts or 4 29 between a school district and a community college. 4 30 Additionally, the bill provides for the deletion of 4 31 provisions which previously authorized supplementary 4 32 weighting. The deleted provisions relate to the addition of 4 33 supplementary weighting amounts for school districts entering 4 34 into a whole grade sharing agreement pursuant to Code sections 4 35 282.10 through 282.12 beginning with the budget year beginning 5 1 on July 1, 1993, and for a five-year period for school 5 2 districts entering into a whole grade sharing agreement for 5 3 the budget years beginning July 1, 1991, and July 1, 1992. 5 4 Also deleted are provisions which had authorized supplementary 5 5 weighting for a five-year duration for school districts 5 6 entering into an agreement involving the joint employment of a 5 7 superintendent for the budget years beginning July 1, 1991, 5 8 and July 1, 1992, and supplementary weighting for a six-year 5 9 period for school districts undergoing a reorganization taking 5 10 effect on or before July 1, 1993. The bill further deletes 5 11 previously authorized supplementary weighting for shared 5 12 mathematics, science, and language classes for the budget 5 13 years beginning July 1, 1991, and July 1, 1992. 5 14 The bill would take effect upon enactment. 5 15 LSB 1225HH 78 5 16 rn/cf/24
