  1  1    Section 1.  Section 272.31, subsection 1, Code 1999, is
  1  2 amended by adding the following new paragraph:
  1  3    NEW PARAGRAPH.  f.  Valid evidence that the applicant holds
  1  4 a current course completion card as described in section
  1  5 279.19B, subsection 3:
  1  6    Sec. 2.  Section 279.19B, Code 1999, is amended to read as
  1  7 follows:
  1  8    279.19B  COACHING ENDORSEMENT AND AUTHORIZATION.
  1  9    1.  The board of directors of a school district may employ
  1 10 for head coach of any interscholastic athletic activities or
  1 11 for assistant coach of any interscholastic athletic activity,
  1 12 an individual who possesses a coaching authorization issued by
  1 13 the board of educational examiners or possesses a teaching
  1 14 license with a coaching endorsement issued pursuant to chapter
  1 15 272.  However, a board of directors of a school district shall
  1 16 consider applicants with qualifications described below, in
  1 17 the following order of priority:
  1 18    1. a.  A qualified individual who possesses a valid
  1 19 teaching license with a proper coaching endorsement.
  1 20    2. b.  A qualified individual who possesses a coaching
  1 21 authorization issued by the board of educational examiners.
  1 22    2.  Qualifications are to be determined by the board of
  1 23 directors or their designee on a case-by-case basis.
  1 24    3.  Prior to the start of each sports season, a head coach
  1 25 or assistant coach shall provide to the board valid evidence
  1 26 that the coach holds a current course completion card in all
  1 27 of the following:
  1 28    a.  American red cross or American heart association
  1 29 infant, child, and adult cardiopulmonary resuscitation or
  1 30 equivalent certification approved by the board of educational
  1 31 examiners.  For purposes of this paragraph, "cardiopulmonary
  1 32 resuscitation" means training and successful course completion
  1 33 in one rescuer and two rescuer cardiopulmonary resuscitation
  1 34 and obstructed airway procedures.
  1 35    b.  American red cross infant, child, and adult first aid
  2  1 or equivalent certification approved by the board of
  2  2 educational examiners.
  2  3    For purposes of this subsection, "current course completion
  2  4 card" means written recognition given for training and
  2  5 successful course completion of cardiopulmonary resuscitation
  2  6 or first aid with an expiration date or a recommended renewal
  2  7 date that exceeds the current date.
  2  8    4.  An individual who has been issued a coaching
  2  9 authorization or who possesses a teaching license with a
  2 10 coaching endorsement but is not issued a teaching contract
  2 11 under section 279.13 and who is employed by the board of
  2 12 directors of a school district serves at the pleasure of the
  2 13 board of directors and is not subject to sections 279.13
  2 14 through 279.19, and 279.27.  Subsection 1 of section 279.19A
  2 15 applies to coaching authorizations.  
  2 16                           EXPLANATION
  2 17    This bill requires applicants for coaching authorization or
  2 18 endorsement to hold a current course completion card for
  2 19 certified training in infant, child, and adult cardiopulmonary
  2 20 resuscitation and first aid.  The bill also requires a coach
  2 21 employed by the board of directors of a school district to
  2 22 present proof to the board that the coach holds a current
  2 23 course completion card approved by the board of educational
  2 24 examiners.
