  1  4 RELATING TO THE CRIMINAL OFFENSES THAT REQUIRE REGISTRATION AS
  1  5    PROVIDED IN THE SEX OFFENDER REGISTRY LAW AND PROVIDING AN
  1  6    EFFECTIVE DATE.
  1  7 
  1  8 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
  1  9 
  1 10    Section 1.  Section 692A.1, subsection 3, Code 1999, is
  1 11 amended by adding the following new paragraphs before
  1 12 paragraph a and redesignating paragraphs a through k as c
  1 13 through m:
  1 14    NEW PARAGRAPH.  a.  Kidnapping of a minor, except for the
  1 15 kidnapping of a minor in the third degree committed by a
  1 16 parent.
  1 17    NEW PARAGRAPH.  b.  False imprisonment of a minor, except
  1 18 if committed by a parent.
  1 19    Sec. 2.  Section 692A.1, subsection 3, paragraph l, Code
  1 20 1999, is amended to read as follows:
  1 21    l n.  An indictable offense committed in another
  1 22 jurisdiction which would constitute an indictable offense
  1 23 under paragraphs "a" through "k" "m".
  1 24    Sec. 3.  Section 692A.1, subsection 7, paragraph d, Code
  1 25 1999, is amended to read as follows:
  1 26    d.  Any of the following offenses, if the offense involves
  1 27 sexual abuse or attempted sexual abuse:  murder, attempted
  1 28 murder, kidnapping, false imprisonment, burglary, or
  1 29 manslaughter.
  1 30    Sec. 4.  Section 692A.13, Code 1999, is amended by adding
  1 31 the following new subsection:
  1 32    NEW SUBSECTION.  8A.  A criminal or juvenile justice agency
  1 33 shall not initiate affirmative public notification regarding
  1 34 an individual who has been convicted of kidnapping or false
  1 35 imprisonment, and the crime did not involve attempted sexual
  2  1 abuse or sexual abuse, and the person has not committed
  2  2 another offense that would require the person to register.
  2  3    Sec. 5.  EFFECTIVE DATE.  This Act, being deemed of
  2  4 immediate importance, takes effect upon enactment.
