  1  1           HOUSE CONCURRENT RESOLUTION NO. ___
  1  2         BY  HOUSER, FOEGE, GRUNDBERG, BURNETT,
  1  3               HEATON, HANSEN, and JOCHUM
  1  4 A House Concurrent Resolution recognizing the Annie E.
  1  5    Casey Foundation for the Foundation's many contri-
  1  6    butions to this state's efforts to the well-being of 
  1  7    Iowa's children and families through community-
  1  8    based reforms.
  1  9    WHEREAS, the grants provided to this state by the
  1 10 Annie E. Casey Foundation have been used to support
  1 11 child welfare funding decategorization initiatives and
  1 12 to increase federal financial participation under
  1 13 Titles IV-E and XIX of the federal Social Security
  1 14 Act, thereby improving the provision of services to
  1 15 children and families while more effectively using
  1 16 resources; and
  1 17    WHEREAS, the Foundation has nurtured Iowa's recent
  1 18 efforts to improve results and the quality of public
  1 19 services by funding staff support for Iowa's
  1 20 innovation zone and community empowerment initiatives;
  1 21 and
  1 22    WHEREAS, the Foundation has provided technical
  1 23 assistance to review state juvenile institutions,
  1 24 assessed child welfare information management systems,
  1 25 supported the work of the Legislative Council's Human
  1 26 Services Restructuring Task Force, facilitated
  1 27 innovation zone and Iowa Empowerment Board planning,
  1 28 and publicized nationally Iowa's efforts related to
  1 29 these initiatives; and
  1 30    WHEREAS, the Foundation is funding staff and
  2  1 technical support for the Legislative Council's Child
  2  2 Welfare Services Work Group, including comprehensive
  2  3 technical analyses of the of federal funding streams
  2  4 for child welfare services; and
  2  5    WHEREAS, the state-by-state Kids Count data
  2  6 dissemination supported by the Foundation plays an
  2  7 important role in highlighting the status of
  2  8 children's well-being and is used in this state and
  2  9 others to determine whether efforts to improve
  2 10 children's well-being are achieving results; and
  2 11    WHEREAS, prior to the selection of Mr. Doug Nelson
  2 12 as the President of the Annie E. Casey Foundation, he
  2 13 had extensive contact with initiatives in this state,
  2 14 including providing technical assistance to Iowa in
  2 15 developing family preservation services and initiating
  2 16 early child welfare funding decategorization efforts;
  2 17 and
  2 18    WHEREAS, this significant assistance has been
  2 19 continued by Mr. Ira Barbell and other Foundation
  2 20 representatives in the years following Mr. Nelson's
  2 21 direct involvement in Iowa; NOW THEREFORE,
  2 22    BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES, THE
  2 23 SENATE CONCURRING, That the Iowa General Assembly
  2 24 recognizes the significant role of the Annie E. Casey
  2 25 Foundation in supporting Iowa's exemplary efforts to
  2 26 improve the well-being of Iowa's children and families
  2 27 through community-based services reforms, and extends
  2 28 its appreciation to the Foundation and its board of
  2 29 directors and staff on behalf of the citizens of Iowa;
  2 30 and
  3  1    BE IT FURTHER RESOLVED, That the Iowa General
  3  2 Assembly conveys its special thanks to Mr. Nelson, Mr.
  3  3 Barbell, and other representatives of the Annie E.
  3  4 Casey Foundation for providing their expertise and
  3  5 making strong personal efforts to assist Iowa's
  3  6 service improvement initiatives; and
  3  7    BE IT FURTHER RESOLVED, That the Iowa General
  3  8 Assembly expresses its desire that this fruitful
  3  9 partnership between the state and community leaders
  3 10 and the Annie E. Casey Foundation be continued to
  3 11 allow for additional experimentation and
  3 12 implementation of new and innovative approaches to
  3 13 further the well-being of Iowa's children and families
  3 14 with the hope that the approaches may be used in other
  3 15 states.
