PAG LIN 1 1 HOUSE CONCURRENT RESOLUTION NO. ___ 1 2 BY COMMITTEE ON ENVIRONMENTAL PROTECTION 1 3 (SUCCESSOR TO HSB 251) 1 4 A Concurrent Resolution urging the United States 1 5 Environmental Protection Agency to take specific 1 6 actions relating to gasoline sulfur levels and 1 7 regulation of vehicle emissions. 1 8 WHEREAS, the United States Environmental Protection 1 9 Agency believes that sulfur reductions in gasoline are 1 10 necessary to maximize emission reductions from motor 1 11 vehicles; and 1 12 WHEREAS, the United States Environmental Protection 1 13 Agency plans to propose stringent gasoline sulfur 1 14 regulations and more stringent vehicle tailpipe 1 15 emission standards; and 1 16 WHEREAS, the air pollution in some states is far 1 17 greater than others and requires greater reduction in 1 18 sulfur while other states, especially those states in 1 19 the western portion of the nation, have minimal air 1 20 pollution problems that require less of a reduction in 1 21 sulfur; and 1 22 WHEREAS, since gasoline used in California was 1 23 developed to address air quality problems unique to 1 24 California and air quality problems in other states 1 25 are not as severe as those in California, the air 1 26 quality problems in other states do not necessitate 1 27 the same solutions used in California; and 1 28 WHEREAS, limitation of consumer mobility and 1 29 freedom may result from reducing sulfur in gasoline 1 30 because higher manufacturing costs may be passed on to 2 1 consumers; and 2 2 WHEREAS, although new investments in clean air are 2 3 needed, consumers should not have to pay more for 2 4 gasoline than necessary to achieve the goal of clean 2 5 air; and 2 6 WHEREAS, fuels and vehicles work together as a 2 7 system and the right combination of fuel and vehicle 2 8 controls will result in cleaner air and a cost- 2 9 effective solution; NOW THEREFORE, 2 10 BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES, THE 2 11 SENATE CONCURRING, That the General Assembly urges the 2 12 United States Environmental Protection Agency to 2 13 reduce gasoline sulfur levels in a manner which 2 14 provides for a flexible, regional approach that will 2 15 maximize air quality benefits; propose regulations 2 16 that will reduce average gasoline sulfur levels to 150 2 17 parts per million average sulfur levels in 28 primary 2 18 eastern states, and East Texas and 300 parts per 2 19 million average sulfur levels in the remaining states, 2 20 with the exception of California which has a program 2 21 specific to California; propose regulations that are 2 22 cost-effective in order to limit the burden on 2 23 consumers; and propose regulations that reduce vehicle 2 24 emissions while recognizing that fuels and vehicles 2 25 work in tandem and cannot be addressed in isolation, 2 26 thereby requiring the United States Environmental 2 27 Protection Agency to strike a balance in regulating 2 28 vehicles and fuels; and 2 29 BE IT FURTHER RESOLVED, That official copies of 2 30 this Resolution be sent by the Chief Clerk of the 3 1 House of Representatives to the Regional Administrator 3 2 of Region VII of the United States Environmental 3 3 Protection Agency, the Administrator of the United 3 4 States Environmental Protection Agency, each member of 3 5 the Iowa congressional delegation, the Director of the 3 6 Iowa Department of Natural Resources, and the Governor 3 7 of the State of Iowa. 3 8 LSB 3027HV 78 3 9 tm/jw/5.1
