  1  1    Amend House File 2572 as follows:
  1  2    #1.  Page 4, by inserting after line 2 the
  1  3 following:
  1  4    "Sec. ___.  PROPERTY TAX VALUATION OF RENTAL
  1  5 HOUSING FOR PERSONS WITH LOW INCOME – INTERIM STUDY.
  1  6 The legislative council is requested to establish a
  1  7 study committee for the 2000 interim to review local
  1  8 practices in property assessment of rental housing
  1  9 projects for persons with low income.  The committee
  1 10 should be directed to consider the various
  1 11 methodologies used by assessors for valuation of such
  1 12 projects, the relationship between the tax levies on
  1 13 such projects and the restricted rental income owners
  1 14 can charge, and other factors that affect the
  1 15 consistency of property tax treatment of such projects
  1 16 around the state.  The committee should be directed to
  1 17 obtain input from local government officials, state-
  1 18 level agencies providing subsidies for such projects,
  1 19 assessors, independent appraisers and developers, and
  1 20 advocates for rental housing for persons with low
  1 21 income.  The committee should make recommendations no
  1 22 later than January 15, 2001, for consideration during
  1 23 the 2001 legislative session for developing a
  1 24 consistent approach for property tax valuation of such
  1 25 rental housing and for implementing other options to
  1 26 support the development of quality and affordable
  1 27 housing projects for persons with low income that are
  1 28 financially viable."
