1 3 #1. Page 28, by inserting after line 29 the
1 4 following:
1 5 "9. For each school district that receives
1 6 financial assistance under the program and is located
1 7 in a county which has imposed a sales and services tax
1 8 for school infrastructure pursuant to section 422E.2,
1 9 the department of education, in cooperation with the
1 10 department of management and the department of revenue
1 11 and finance, shall certify the total amount of sales
1 12 and services tax for school infrastructure revenues
1 13 for each fiscal year received by the county in which
1 14 the school district is located. For the fiscal year
1 15 in which the school district first receives financial
1 16 assistance under the program, all sales and services
1 17 tax revenues received by the county which is above the
1 18 certified amount for the prior fiscal year, shall be
1 19 distributed on a per pupil basis to school districts
1 20 in the state which do not receive moneys from sales
1 21 and services tax for school infrastructure revenues
1 22 imposed pursuant to section 422E.2 and which have a
1 23 capacity per pupil lower than the statewide average
1 24 for capacity per pupil."
