  1  2 reprinted by the Senate, as follows:
  1  3    #1.  Page 9, by striking lines 22 through 31 and
  1  4 inserting the following:
  1  5    "a.  The project is primarily a project with
  1  6 demonstrated, substantial regional or statewide
  1  7 economic impact involving land acquisition and
  1  8 construction, major renovation and major repair of
  1  9 buildings, all appurtenant structures, utilities, site
  1 10 development, and recreational trails, but not
  1 11 including routine, recurring maintenance or
  1 12 operational expenses or leasing of a building,
  1 13 appurtenant structure, or utility without a lease-
  1 14 purchase agreement."
