  1  1    Amend House File 2530 as follows:
  1  2    #1.  Page 94, by inserting after line 30 the
  1  3 following:
  1  4    "If the federal government reduces or eliminates
  1  5 funding for programs administered under this
  1  6 subsection, notwithstanding any contrary provision of
  1  7 this subsection, the board shall increase the levels
  1  8 of surcharges on electric accounts in amounts
  1  9 sufficient to replace the amount of federal funding
  1 10 lost, up to a maximum of forty million dollars.  When
  1 11 determining the increase in the levels of surcharges
  1 12 under this paragraph, the board shall not
  1 13 substantially deviate from the cost allocation among
  1 14 consumer groups reflected in the initial funding
  1 15 surcharges."
