  1  2 follows:
  1  3    #1.  Page 1, line 9, by inserting after the word
  1  4 "games." the following:  "However, the board shall not
  1  5 enter into an agreement or compact that expands the
  1  6 powerball game into another nation if the average
  1  7 annual per capita income of the nation is twenty-five
  1  8 percent or more below the average annual per capita
  1  9 income of the United States for the preceding year."
