1 3 #1. Page 16, by inserting after line 32, the
1 4 following:
1 5 "Sec. __. WELL CONTRACTORS STUDY.
1 6 1. The department of natural resources shall
1 7 conduct a study relating to well contractors,
1 8 including the following:
1 9 a. The certification of contractors who install
1 10 pumps for new wells, and particularly contractors who
1 11 install pumps for new wells of more than one hundred
1 12 feet or more than eighteen inches in diameter.
1 13 b. The establishment of a well contractors'
1 14 council to assist the department regarding issues
1 15 relating to the installation of wells, including
1 16 certification standards.
1 17 2. In performing the study, the department shall
1 18 establish a study committee including a representative
1 19 of the department and all of the following:
1 20 a. Two well drilling contractors selected by the
1 21 department.
1 22 b. Two pump installation contractors selected by
1 23 the department.
1 24 c. One representative of the Iowa groundwater
1 25 association or its successor selected by the Iowa
1 26 groundwater association or its successor.
1 27 d. One representative of the Iowa environmental
1 28 health association or its successor selected by the
1 29 Iowa environmental health association or its
1 30 successor.
1 31 e. The director of public health or the director's
1 32 designee.
1 33 f. The state geologist or the state geologist's
1 34 designee.
1 35 g. The director of the state hygienic laboratory
1 36 or the director's designee.
1 37 3. The department shall submit a report by January
1 38 14, 2001, to the general assembly. A copy of the
1 39 report shall be delivered to the chairpersons and
1 40 ranking members of the senate standing committees on
1 41 agriculture and the chairpersons and ranking members
1 42 of the senate standing committee on natural resources
1 43 and environment and the house of representatives
1 44 standing committee on environmental protection. The
1 45 report shall include findings and recommendations of
1 46 the study committee."
