1 1 Amend House Joint Resolution 2006 as follows:
1 2 #1. Page 1, by striking line 1 and inserting the
1 3 following:
1 4 "Section 1. The following amendment to the
1 5 Constitution of the State of Iowa is proposed:
1 6 Article VII of the Constitution of the State of".
1 7 #2. Page 1, by inserting after line 24, the
1 8 following:
1 9 "Sec. 2. The following amendment to the
1 10 Constitution of the State of Iowa is proposed:
1 11 Section 5 of Article VII of the Constitution of the
1 12 State of Iowa is repealed and the following adopted in
1 13 lieu thereof:
1 14 CONTRACTING DEBT – SUBMISSION TO THE PEOPLE. SEC.
1 15 5. Except the debts herein before specified in this
1 16 article, no debt shall be hereafter contracted by, or
1 17 on behalf of this State, unless such debt shall be
1 18 authorized by some law for some single work or object,
1 19 to be distinctly specified therein; and such law shall
1 20 impose and provide for the collection of a direct
1 21 annual tax or for collection of a tax on gambling
1 22 activity or for diversion of proceeds from a tax on
1 23 gambling activity which tax is already authorized by
1 24 law, sufficient to pay the interest on such debt, as
1 25 it falls due, and also to pay and discharge the
1 26 principal of such debt, within twenty years from the
1 27 time of the contracting thereof; but no such law shall
1 28 take effect until at a general election it shall have
1 29 been submitted to the people, and have received a
1 30 majority of all the votes cast for and against it at
1 31 such election; and all money raised by authority of
1 32 such law, shall be applied only to the specific object
1 33 therein stated, or to the payment of the debt created
1 34 thereby; and such law shall be published in at least
1 35 one newspaper in each County, if one is published
1 36 therein, throughout the State, for three months
1 37 preceding the election at which it is submitted to the
1 38 people."
1 39 #3. Page 1, by striking line 25, and inserting the
1 40 following:
1 41 "Sec. 3. The foregoing proposed amendments to
1 42 the".
1 43 #4. Page 1, line 26, by striking the word "is" and
1 44 inserting the following: "are".
1 45 #5. Title page, line 1, by striking the words "an
1 46 amendment" and inserting the following: "amendments".
1 47 #6. Title page, line 4, by inserting after the
1 48 words "use tax" the following: "and relating to the
1 49 state contracting debt".
1 50 #7. By renumbering as necessary.
