  1 10 development at the university of northern Iowa to
  1 11 assist teachers who are attempting to achieve national
  1 12 board certification."

  1 17    "   .  EDUCATION INNOVATION PROJECT GRANTS
  1 18    To support innovative research-based K-12 education
  1 19 projects:  
  1 20 .................................................. $    675,000
  1 21    a.  From the funds appropriated in this subsection,
  1 22 the sum of $375,000 shall be used by the council for
  1 23 continuous improvement to study methods to improve
  1 24 teacher compensation and to award education innovation
  1 25 project grants.  Eligible projects shall demonstrate
  1 26 research-based innovative methods to improve the
  1 27 quality of teaching or promote attraction and
  1 28 retention of teachers in the teaching profession,
  1 29 identify measurable performance indicators and
  1 30 annually report results, and demonstrate how the
  1 31 project can be self-supporting within a three-year to
  1 32 five-year period.  Notwithstanding section 8.33,
  1 33 unencumbered or unobligated funds remaining on June 30
  1 34 of the fiscal year from funds allocated in this
  1 35 paragraph shall not revert but shall be available for
  1 36 expenditure for the following fiscal year for the
  1 37 purposes of this paragraph.
  1 38    b.  The department shall establish pilot regional
  1 39 academies in cooperation with school districts, area
  1 40 education agencies, and postsecondary institutions.
  1 41 From the funds appropriated in this subsection, not
  1 42 more than $300,000 shall be used to provide grant
  1 43 moneys to the pilot regional academies to enable the
  1 44 academies to provide high school students with
  1 45 advanced level courses and technical courses not
  1 46 currently available within the curriculum in their
  1 47 district of attendance.
  1 48    c.  The department shall submit a report on the
  1 49 status of the projects receiving grants under this
  1 50 subsection to the senate and house standing committees
  2  1 on education and the joint appropriations subcommittee
  2  2 on education by December 1, 2000."
  2  3    #6.  Page 27, by inserting after line 34, the
  2  4 following:
  2  5    "Sec.    .  Section 256E.2, subsection 2, Code
  2  6 Supplement 1999, is amended to read as follows:
  2  7    2.  The department shall adopt rules concerning the
  2  8 grant application and award process, including
  2  9 reasonable cost estimates for beginning teacher
  2 10 induction programs.  The department may disapprove a
  2 11 plan submitted by a board if the plan does not meet
  2 12 the minimum criteria set forth in section 256E.3,
  2 13 subsection 2, or the plan exceeds the reasonable costs
  2 14 as determined by the department.  If the cost
  2 15 estimates submitted by a board exceed reasonable cost
  2 16 estimates as determined by the department, the
  2 17 department shall work with the board to identify
  2 18 measures for reducing plan costs.  If the department
  2 19 determines that moneys appropriated by the general
  2 20 assembly are insufficient to meet the grant requests
  2 21 for all approved beginning teacher induction program
  2 22 plans, the department shall award grants based on the
  2 23 geographic location and district population of the
  2 24 school districts with approved plans.  Grants may be
  2 25 awarded in subsequent years based upon the most recent
  2 26 plan on file with the department.  It is the intent of
  2 27 the general assembly that the department approve plans
  2 28 that incorporate local innovation and take into
  2 29 consideration local needs."
  2 30    #7.  Page 37, by inserting after line 34, the
  2 31 following:
  2 32    "Sec.    .  Section 261.111, subsections 2 and 4,
  2 33 Code Supplement 1999, are amended to read as follows:
  2 34    2.  The director of the department of education, in
  2 35 consultation with the director of human services,
  2 36 shall annually designate the areas in which teacher
  2 37 shortages are anticipated.  The director shall
  2 38 periodically conduct a survey of school districts,
  2 39 accredited nonpublic schools, and approved
  2 40 practitioner preparation programs to determine current
  2 41 shortage areas and predict future shortage areas.  The
  2 42 director of human services shall periodically conduct
  2 43 a survey of high-quality child care providers, as
  2 44 determined under section 237A.30, subsection 1, to
  2 45 determine current and to predict future preschool
  2 46 teacher shortage areas.
  2 47    4.  Forgivable loans to eligible students shall not
  2 48 become due until after the student graduates or leaves
  2 49 school.  The individual's total loan amount, including
  2 50 principal and interest, shall be reduced by twenty
  3  1 percent for each year in which the individual remains
  3  2 an Iowa resident and is employed in Iowa by a school
  3  3 district, or an accredited nonpublic school, or a
  3  4 high-quality child care provider that is a holder of
  3  5 the gold seal quality designation as provided in
  3  6 section 237A.30, as a practitioner in the teacher
  3  7 shortage area for which the loan was approved.  If the
  3  8 commission determines that the person does not meet
  3  9 the criteria for forgiveness of the principal and
  3 10 interest payments, the commission shall establish a
  3 11 plan for repayment of the principal and interest over
  3 12 a ten-year period.  If a person required to make the
  3 13 repayment does not make the required payments, the
  3 14 commission shall provide for payment collection."
