1 1 Amend House File 2530 as follows:
1 2 #1. Page 176, by inserting after line 18 the
1 3 following:
1 4 "Sec. . NONBINDING REFERENDUM. Notwithstanding
1 5 any statutory law or administrative rules to the
1 6 contrary, the secretary of state shall include on the
1 7 ballot for the next general election a measure to be
1 8 submitted to the people as to whether the state should
1 9 proceed with the restructuring of the electric utility
1 10 industry as provided in this Act, if enacted. The
1 11 ballot shall include an explanation of this Act
1 12 prepared by the secretary of state including that the
1 13 Act restructures the electric utility industry and
1 14 deregulates retail electricity rates. The referendum
1 15 shall be conducted consistent with the provisions of
1 16 chapter 49A and any expenses incurred shall be audited
1 17 and allowed as provided in section 49A.9. The
1 18 referendum shall not be binding on the general
1 19 assembly."
