1 2 #1. Page 5, by inserting after line 3 the
1 3 following:
1 4 "Notwithstanding any contrary provision of section
1 5 477C.7, subsection 3, of the moneys credited to the
1 6 special fund established pursuant to section 477C.7,
1 7 the following amount, or so much thereof as is
1 8 necessary, shall be used to assist the department for
1 9 the blind in matching federal funding for the
1 10 initiation and maintenance of a newsline for the
1 11 blind, a universal system of providing newspapers over
1 12 the telephone furnished by the national federation of
1 13 the blind:
1 14 For the establishment of access to newsline for the
1 15 blind:
1 16 .................................................. $ 25,000
1 17 This funding shall permit access to blind and
1 18 visually impaired individuals throughout the state to
1 19 the newsline service. The service shall be limited to
1 20 persons residing in the state who are eligible for the
1 21 books for blind and physically handicapped program of
1 22 the library of congress."
1 23 #2. Page 31, by inserting after line 29 the
1 24 following:
1 25 "Sec. . Section 477C.2, subsections 2, 4, and
1 26 5, Code 1999, are amended to read as follows:
1 27 2. "Communication impairment" means the inability
1 28 to use the telephone for communication without a
1 29 telecommunications device for the deaf or blind.
1 30 4. "Dual party relay service" or "relay service"
1 31 means a communication service which provides
1 32 communication-impaired persons access to the telephone
1 33 system functionally equivalent to or using the access
1 34 available to persons not communication-impaired.
1 35 5. "Telecommunications device for the deaf or
1 36 blind" means any specialized or supplemental telephone
1 37 equipment used by communication-impaired persons to
1 38 provide access to the telephone system.
1 39 Sec. . Section 477C.4, Code 1999, is amended to
1 40 read as follows:
1 41 477C.4 TELECOMMUNICATIONS DEVICES FOR THE DEAF.
1 42 With the advice of the council, the board may plan,
1 43 establish, administer, and promote a program to
1 44 secure, finance, and distribute telecommunications
1 45 devices for the deaf or blind. The board may
1 46 establish eligibility criteria for persons to receive
1 47 telecommunications devices for the deaf or blind,
1 48 including, but not limited to, requiring certification
1 49 that the recipient cannot use the telephone for
1 50 communication without a telecommunications device for
2 1 the deaf or blind."
