  1  1    Amend House File 2503 as follows:
  1  2    #1.  Page 11, line 26, by inserting after the word
  1  3 "city." the following:  "In addition, if municipal
  1  4 services are not provided to territory involuntarily
  1  5 annexed within three years after the annexation
  1  6 process is completed, the city shall reimburse each
  1  7 property owner within the annexed territory the total
  1  8 amount of the difference between what was paid in
  1  9 property taxes during the annexation period and what
  1 10 would have been paid during that period of time if the
  1 11 territory had not been annexed."
