1 3 following:
1 4 "Sec. . FIREFIGHTER AND EMERGENCY MEDICAL
1 5 SERVICES PROVIDER BENEFITS – REPORT. The department
1 6 of management shall conduct a study concerning the
1 7 possible implementation of a system to provide
1 8 retirement benefits to volunteer firefighters and
1 9 emergency medical service personnel and to provide
1 10 death and survivor benefits, including but not limited
1 11 to providing for payment of postsecondary education
1 12 expenses of dependent children, when a volunteer
1 13 firefighter or emergency medical service provider or a
1 14 firefighter covered under chapter 411 dies in the line
1 15 of duty. The study shall examine what benefits should
1 16 be provided, if any, as well as possible funding
1 17 mechanisms to provide any such proposed benefits,
1 18 including the use of excess insurance premium tax
1 19 receipts, but excluding the fire and police retirement
1 20 fund created in section 411.8. In conducting the
1 21 study, the department shall consult with
1 22 representatives from the Iowa firemen's association,
1 23 the Iowa fire chief's association, the Iowa
1 24 association of professional firefighters, the Iowa
1 25 association of professional fire chiefs, the Iowa
1 26 firefighters group, the state fire service and
1 27 emergency response council, the Iowa emergency medical
1 28 services association, and the Iowa league of cities.
1 29 The department shall submit a report concerning the
1 30 results of its study, including any findings and
1 31 recommendations, to the general assembly by January 8,
1 32 2001."
