  1  2    #1.  Page 1, line 9, by inserting after the word
  1  3 "games." the following:  "However, the board shall not
  1  4 enter into an agreement or compact with a foreign
  1  5 nation, United States territory, or political
  1  6 subdivision of a United States territory if the per
  1  7 capita income of the foreign nation, United States
  1  8 territory, or political subdivision of the United
  1  9 States territory is less than the per capita income of
  1 10 the state of Iowa."
