1 2 #1. Page 1, by striking lines 3 through 22 and
1 3 inserting the following:
1 4 "1. Notwithstanding the uniformity of treatment
1 5 requirements of section 514C.6, a group policy or
1 6 contract providing for third-party payment or
1 7 prepayment of health or medical expenses shall provide
1 8 mental health and substance abuse treatment coverage
1 9 benefits and shall not impose limitations on financial
1 10 terms for coverage of services for serious mental
1 11 illnesses or substance abuse if similar limitations
1 12 are not imposed on the coverage benefits for services
1 13 for medical or surgical conditions."

1 27 abuse" means a pattern of pathological use of alcohol
1 28 or a drug that causes impairment in social or
1 29 occupational functioning, or that produces
1 30 physiological dependency evidenced by physical
1 31 tolerance or by physical symptoms when the alcohol or
1 32 drug is withdrawn."
1 33 #5. Page 2, line 2, by striking the words
1 34 "biologically based" and inserting the following:
1 35 "serious".
1 36 #6. Page 3, by inserting after line 11 the
1 37 following:
1 38 "7A. A group policy is exempt from this section
1 39 upon submitting to the commissioner evidence
1 40 demonstrating a premium increase for the policy term
1 41 in excess of three percent as a result of the
1 42 requirements of this section."
1 43 #7. Page 3, by inserting after line 15 the
1 44 following:
1 45 "9. This section is repealed effective July 1,
1 46 2003."
1 47 #8. Title page, by striking line 2, and inserting
1 48 the following: "costs for serious mental illness and
1 49 substance abuse treatment".
