  1  3    #1.  Page 2, line 10, by inserting after the word
  1  4 "after" the following:  "a loan recipient demonstrates
  1  5 that air fares offered by the recipient at all
  1  6 airports in the state that the recipient serves are
  1  7 equal to or lower than all competing air fares for the
  1  8 same routes and only after".
