By striking everything after the enacting 1 4 clause and inserting the following: 1 5 "Section 1. Section 257.1, subsection 2, 1 6 unnumbered paragraph 2, Code 1999, is amended to read 1 7 as follows: 1 8 For the budget year commencing July 1,19961999, 1 9 and for each succeeding budget year the regular 1 10 program foundation base per pupil iseighty-seven and1 11five-tenthseighty-eight percent of the regular 1 12 program state cost per pupil, except that the regular1 13program foundation base per pupil for the portion of1 14weighted enrollment that is additional enrollment1 15because of special education is seventy-nine percent1 16of the regular program state cost per pupil. For the 1 17 budget year commencing July 1,19911999, and for each 1 18 succeeding budget year the special education support 1 19 services foundation base isseventy-nineeighty-eight 1 20 percent of the special education support services 1 21 state cost per pupil. The combined foundation base is 1 22 the sum of the regular program foundation base and the 1 23 special education support services foundation base. 1 24 Sec. 2. APPLICABILITY DATE. This Act, being 1 25 deemed of immediate importance, takes effect upon 1 26 enactment for the computation of state school aid for 1 27 school budget years beginning on or after July 1, 1 28 1999." 1 29 #2.
