1 4 "Sec. . NEW SECTION. 8.70 TECHNOLOGY
1 5 ASSURANCE FUND.
1 6 1. A technology assurance fund is created under
1 7 the authority of the department of management. The
1 8 fund shall be separate from the general fund of the
1 9 state and the balance in the fund shall not be
1 10 considered part of the balance of the general fund of
1 11 the state. The fund shall be considered a special
1 12 account for purposes of section 8.53, relating to
1 13 generally accepted accounting principles.
1 14 2. The technology assurance fund shall consist of
1 15 appropriations made to the fund; gifts, bequests,
1 16 donations, or other moneys designated for deposit in
1 17 the fund; and transfers of interest, earnings, and
1 18 moneys from other accounts and funds as provided by
1 19 law.
1 20 3. Moneys in the fund shall be used for
1 21 improvements and enhancements to information and
1 22 communication technology and for administrative costs
1 23 directly related to such improvements and
1 24 enhancements. For purposes of this section,
1 25 "technology" includes, but is not limited to, voice,
1 26 video, and data technology; supporting structures and
1 27 equipment, such as towers and transmission dishes;
1 28 administrative costs directly related to development,
1 29 acquisition, and implementation of technology; and the
1 30 police radio broadcasting system. "Improvements and
1 31 enhancements to information and communication
1 32 technology" includes the leasing of technology.
1 33 4. Notwithstanding section 12C.7, subsection 2,
1 34 interest or earnings on moneys deposited in the
1 35 technology assurance fund shall be credited to the
1 36 enhance Iowa distribution account."
