  1  1    Amend the Committee amendment, H-1618, to Senate
  1  2 File 464, as amended, passed, and reprinted by the
  1  3 Senate, as follows:
  1  4    #1.  Page 21, by inserting after line 42 the
  1  5 following:
  1  6    "Sec.    .  Section 256.11, Code 1999, is amended
  1  7 by adding the following new subsection:
  1  8    NEW SUBSECTION.  9.  Unless a waiver has been
  1  9 obtained under section 256.11A, each school or school
  1 10 district shall have an articulated sequential
  1 11 elementary-secondary guidance program for grades
  1 12 kindergarten through twelve and a guidance counselor
  1 13 who meets the licensing standards prescribed by the
  1 14 board of educational examiners.  In determining the
  1 15 requirements of this subsection for nonpublic schools,
  1 16 the department shall evaluate the schools on a school
  1 17 system basis rather than on an individual school
  1 18 basis.
  1 19    Sec.    .  Section 256.11A, subsection 1, Code
  1 20 1999, is amended to read as follows:
  1 21    1.  Schools and school districts unable to meet the
  1 22 standard adopted by the state board requiring each
  1 23 school or school district operating a kindergarten
  1 24 through grade twelve program to provide an articulated
  1 25 sequential elementary-secondary guidance program may,
  1 26 not later than August 1, 1995 1999, for the school
  1 27 year beginning July 1, 1995 1999, file a written
  1 28 request to the department of education that the
  1 29 department waive the requirement, for established in
  1 30 section 256.11, subsection 9, that a school or school
  1 31 district operating a kindergarten through grade twelve
  1 32 program, provide an articulated sequential elementary-
  1 33 secondary guidance program.  The procedures specified
  1 34 in subsection 3 apply to the request.  Not later than
  1 35 August 1, 1996 2000, for the school year beginning
  1 36 July 1, 1996 2000, the board of directors of a school
  1 37 district or the authorities in charge of a nonpublic
  1 38 school may request a one-year extension of the
  1 39 waiver."
