Page 24, by inserting after line 8 the 1 4 following: 1 5 "Sec. 101. 1997 Iowa Acts, chapter 210, section 2, 1 6 subsection 1, paragraph b, as amended by 1998 Iowa 1 7 Acts, chapter 1224, section 23, is amended to read as 1 8 follows: 1 9 SEC. 23. 1997 Iowa Acts, chapter 210, section 2, 1 10 subsection 1, paragraph b, is amended to read as 1 11 follows: 1 12 b. There is appropriated from the rebuild Iowa 1 13 infrastructure fund created in section 8.57, 1 14 subsection 5, to the Iowa communications network fund 1 15 under the control of the Iowa telecommunications and 1 16 technology commission for the fiscal year beginning 1 17 July 1, 1998, and ending June 30, 1999, the following 1 18 amount, or so much thereof as is necessary, to be used 1 19 for the purpose designated: 1 20 For the connection of Part III authorized users as 1 21 determined by the commission and communicated to the 1 22 general assembly: 1 23 .................................................. $ 18,904,000 1 24Notwithstanding section 8.33, moneys appropriated1 25in this section which remain unobligated or unexpended1 26at the close of the fiscal year shall not revert to1 27the general fund of the state but shall remain1 28available for the fiscal year beginning July 1, 1999,1 29and ending June 30, 2000,Moneys appropriated under 1 30 this paragraph may be used for the purpose of 1 31 completing the connections of Part III authorized 1 32 users as approved by the general assembly, whether or 1 33 not such users were part of the Part III contracts 1 34 executed in 1995. However, the commission shall only 1 35 add a new site which was not part of the 1995 contract 1 36 relating to Part III connections upon the withdrawal 1 37 of a site included under such contract. 1 38 The commission is authorized for no more than 100 1 39 full-time equivalent positions. 1 40 Fifteen of the full-time equivalent positions 1 41 appropriated for in this section relate to the 1 42 transition of personnel services contractors to full- 1 43 time equivalent positions. The merit system 1 44 provisions of chapter 19A and the provisions of the 1 45 collective bargaining agreements entered into between 1 46 the state and the respective union or bargaining unit 1 47 shall not govern movement into these full-time 1 48 equivalent positions until September 1, 1998." 1 49 #3.
