1 2 #1. Page 19, by inserting after line 23, the
1 3 following:
1 4 "13. The department of human services, in
1 5 cooperation with the department of inspections and
1 6 appeals, shall develop a program plan to improve the
1 7 care provided to residents of nursing homes.
1 8 14. Notwithstanding any provision to the contrary
1 9 and if allowed under federal law and regulation, for
1 10 the fiscal year beginning July 1, 1999, $130,000 of
1 11 the penalties collected as authorized by section
1 12 135C.36 shall not be deposited in the general fund of
1 13 the state but are appropriated and shall be used by
1 14 the department to continue to fund the recruitment and
1 15 retention strategies to provide additional training
1 16 and support for certified nurse aides, employed by
1 17 nursing facilities, as a means of reducing staff
1 18 turnover."
