PAG LIN 1 1 Amend House File 759 as follows: 1 2 #1. Page 1, by inserting after line 15 the 1 3 following: 1 4 "Sec. . Section 256.11, Code 1999, is amended 1 5 by adding the following new subsection: 1 6 NEW SUBSECTION. 9. Unless a waiver has been 1 7 obtained under section 256.11A, each school or school 1 8 district shall have all of the following: 1 9 a. A media center in each attendance center 1 10 accessible to students throughout the school day. 1 11 b. A qualified school media services specialist 1 12 who meets the licensing standards prescribed by the 1 13 board of educational examiners and is responsible for 1 14 media center supervision. 1 15 c. An articulated sequential elementary-secondary 1 16 guidance program for grades kindergarten through 1 17 twelve and a guidance counselor who meets the 1 18 licensing standards prescribed by the board of 1 19 educational examiners. In determining the 1 20 requirements of this subsection for nonpublic schools, 1 21 the department shall evaluate the schools on a school 1 22 system basis rather than on an individual school 1 23 basis. 1 24 Sec. . Section 256.11A, subsections 1 and 2, 1 25 Code 1999, are amended to read as follows: 1 26 1. Schools and school districtsunable to meet the1 27standard adopted by the state board requiring each1 28school or school district operating a kindergarten1 29through grade twelve program to provide an articulated1 30sequential elementary-secondary guidance programmay, 1 31 not later than August 1,19951999, for the school 1 32 year beginning July 1,19951999, file a written 1 33 request to the department of education that the 1 34 department waive the requirement,forestablished in 1 35 section 256.11, subsection 9, paragraph "c", that a 1 36 school or school district operating a kindergarten 1 37 through grade twelve program, provide an articulated 1 38 sequential elementary-secondary guidance program. The 1 39 procedures specified in subsection 3 apply to the 1 40 request. Not later than August 1,19962000, for the 1 41 school year beginning July 1,19962000, the board of 1 42 directors of a school district or the authorities in 1 43 charge of a nonpublic school may request a one-year 1 44 extension of the waiver. 1 45 2. Not later than August 1,19951999, for the 1 46 school year beginning July 1,19951999, the board of 1 47 directors of a school district, or authorities in 1 48 charge of a nonpublic school, may file a written 1 49 request with the department of education that the 1 50 department waivethe rule adopted by the state board2 1to establish and operatethe requirements established 2 2 under section 256.11, subsection 9, paragraphs "a" and 2 3 "b", for a media servicesprogram to support the total2 4curriculum for that district or schoolcenter and a 2 5 media services specialist. The procedures specified 2 6 in subsection 3 apply to the request. Not later than 2 7 August 1,19962000, for the school year beginning 2 8 July 1,19962000, the board of directors of a school 2 9 district or the authorities in charge of a nonpublic 2 10 school may request an additional one-year extension of 2 11 the waiver." 2 12 #2.
