1 2 #1. Page 17, by inserting after line 7 the
1 3 following:
1 4 "Sec. . Section 16.5, subsection 15, Code 1999,
1 5 is amended to read as follows:
1 6 15. Through the title guaranty division, make and
1 7 issue title guaranties on Iowa real property in a form
1 8 acceptable to the secondary market, to fix and collect
1 9 the charges for the guaranties and to procure
1 10 reinsurance against any loss in connection with the
1 11 guaranties. Fees or rates charged for the guaranties
1 12 and to procure such reinsurance shall be established
1 13 by rules adopted pursuant to chapter 17A.
1 14 Sec. . The title guaranty division in the Iowa
1 15 finance authority shall reduce the rates charged for
1 16 an owner's guaranty, a lender's guaranty, and the
1 17 various endorsements that will be offered by the
1 18 division. The reduction in rates shall be by an
1 19 amount of no less than fifty percent based upon the
1 20 rates published by the division, made available to
1 21 mortgage lenders, and in effect on March 22, 1999.
1 22 The reduction in rates shall be implemented by the
1 23 division on July 1, 1999.
1 24 Upon reducing the rates pursuant to this section,
1 25 the authority, as soon as practicable, shall adopt
1 26 rules to establish the fees or rates charged for the
1 27 guaranties, as required under section 16.5, subsection
1 28 15."
